{"id":1141,"date":"2013-03-07T19:07:30","date_gmt":"2013-03-07T12:29:56","guid":{"rendered":"http:\/\/shehuizhuyizhe.com\/?p=1141"},"modified":"2013-08-23T08:48:26","modified_gmt":"2013-08-23T08:48:26","slug":"hong-kong-another-scrooge-budget","status":"publish","type":"post","link":"https:\/\/chinaworker.info\/en\/2013\/03\/07\/1141\/","title":{"rendered":"Hong Kong: Another \u2018Scrooge\u2019 budget"},"content":{"rendered":"<p><strong>Calls for increased welfare spending and affordable housing are deafening, but this government only listens to the rich<\/strong><\/p>\n<p>Dikang, Socialist Action<\/p>\n<p>John Tsang\u2019s sixth budget presented at the end of February resembles all the others \u2013 stingy beyond belief. Apart from some familiar \u2018sweeteners\u2019 \u2013 electricity and rent rebates \u2013 which are small change for a government sitting on a record pile of cash, this budget again turned its back on grass roots workers, youth, the poor, and the growing numbers in need of housing. Coming just a week before International Women\u2019s Day (8 March) women have more reason than any other group to be outraged at this budget.<\/p>\n<p>Chen Shao-chong, a female construction worker earning HK$10,000 a month to support a sick husband and two sons, spoke for the vast majority of people when she told the South China Morning Post: &#8220;I&#8217;m disappointed\u2026 I think this year is the same as the last, only with even less money being given out&#8221;.<\/p>\n<p>This time the government set aside HK$33 billion for one-off &#8216;relief measures&#8217; \u2013 less than half the HK$80 billion of last year&#8217;s budget. Again and again Tsang has used one-off measures of this kind to avoid committing the government to a higher welfare &#8216;floor&#8217;. The economic crisis, with Hong Kong&#8217;s GDP growing a snailish 1.4 percent in 2012, is being used to scale back even on these &#8216;sweeteners&#8217;. Likewise, on the key issue of pensions, the government has set itself against any commitment to a universal pension system despite this being the most important single measure for reducing poverty in the city. According to the Sunday Morning Post (13 January) the government opposes this on the grounds that &#8220;Western countries offering state pensions have run up crippling debts.&#8221;<\/p>\n<p>The suddenly \u201cmiddle class\u201d finance secretary revealed a HK$65 billion budget surplus for the coming fiscal year. It is worth looking at this figure again\u2026<\/p>\n<table border=\"0\">\n<tbody>\n<tr>\n<td>\u2022 HK$65 billion is almost one-and-a-half times what the government spends on hospitals and healthcare for a whole year.\u2022 This is the 9th straight year the government has run a surplus. Yet they always forecast a deficit, as they did this year. Is this terrible math, or is it an attempt to hoodwink the people of Hong Kong by feigning hardship?<\/p>\n<p>\u2022 After years of accumulated budget surpluses the government has reserves of HK$734 billion \u2013 equal to 23 months\u2019 total government spending.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>Outside of the oil-states of the Persian Gulf, no government in the world has such riches. Yet true his \u2018Scrooge\u2019 image, Tsang has again refused to dip into these accumulated reserves to bolster badly stretched public services or ease the housing crisis.<\/p>\n<p>If you go to almost any street and ask people what they want from the budget, they will likely answer as follows:<\/p>\n<ul>\n<li>A universal pension system \u2013 over 100,000 elderly people (one in three) are now living below the poverty line.<\/li>\n<li>Urgent government action to solve the housing crisis \u2013 the only way to cut today\u2019s 300,000-person housing queue is to more than double the construction of public housing.<\/li>\n<li>Spend more on education, childcare, elderly services and essential welfare provisions. These services have been starved of funding as the government hoards cash, promotes privatisation and showers favours on the capitalist tycoons.<\/li>\n<\/ul>\n<p>The anger of ordinary people is reaching bursting point, as reactions to the budget demonstrate. While the poor get poorer, Hong Kong\u2019s super-rich have never been richer. This has now reached even crazier levels! Li Ka-shing single-handedly increased his own wealth by HK$62 billion last year \u2013 almost as much as the government. Li could finance Hong Kong\u2019s entire education system for a year and still be Asia\u2019s wealthiest man, with as big a fortune as he had one year ago.<\/p>\n<p>The city\u2019s top 50 billionaires are worth a combined HK$1, 581 billion (US$204.53 billion). Li Ka-shing increased his wealth by 36.4 percent to HK$233 billion, according to the latest Forbes\u2019 list released in January. Other tycoons like the Kwok brothers of Sun Hung Kai Properties \u2013 despite their arrest for corruption \u2013 and Lee Shau-kee of Henderson Land increased their fortunes by tens of billions of HK dollars.<\/p>\n<figure id=\"attachment_1142\" aria-describedby=\"caption-attachment-1142\" style=\"width: 211px\" class=\"wp-caption alignnone\"><a href=\"http:\/\/media.chinaworker.info\/2013\/08\/HK-Scrooge-Budget-1.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-1142\" alt=\"\" src=\"http:\/\/media.chinaworker.info\/2013\/08\/HK-Scrooge-Budget-1-211x300.jpg\" width=\"211\" height=\"300\" srcset=\"https:\/\/media1.chinaworker.info\/2013\/08\/HK-Scrooge-Budget-1-211x300.jpg 211w, https:\/\/media1.chinaworker.info\/2013\/08\/HK-Scrooge-Budget-1-38x55.jpg 38w, https:\/\/media1.chinaworker.info\/2013\/08\/HK-Scrooge-Budget-1-310x439.jpg 310w, https:\/\/media1.chinaworker.info\/2013\/08\/HK-Scrooge-Budget-1.jpg 425w\" sizes=\"auto, (max-width: 211px) 100vw, 211px\" \/><\/a><figcaption id=\"caption-attachment-1142\" class=\"wp-caption-text\">New issue of Socialist magazine Hong Kong edition<\/figcaption><\/figure>\n<p><strong>\u201cMiddle class\u201d<\/strong><\/p>\n<p>John Tsang added insult to budget injury when he claimed to understand the problems because he is himself \u201cmiddle class\u201d. As many have pointed out, with his HK$368,220-a-month salary, Tsang earns more than the president of the USA. He then tried to justify his statement saying he liked French films and tea, &#8220;so there\u2019s not much difference [between mine] and middle-class lives.\u201d<\/p>\n<p>This is just the latest example of government officials showing themselves to be completely out of touch with reality, and underestimating the groundswell of hatred against them and the arrogant business elite they serve. This was Tsang\u2019s first budget for his new and widely unpopular boss, Leung Chun-ying whose approval rating has fallen to 27 percent. It dispels any remaining doubts over whether CY would, as he once claimed, shift government policy in a more \u201cpopulist\u201d direction. No change! \u2013 That is the almost unanimous verdict on this budget and CY\u2019s government (despite the fact CY could desperately use some popularity).<\/p>\n<p>The collective deafness of the government to the needs of the majority is rooted in the system of capitalism and, in Hong Kong\u2019s case, its thinly disguised dictatorial political system. This budget will add to anger against an unelected and undemocratic government that serves only the richest one percent. The current system is designed to drown out the voices of the masses. So the struggle against these policies is linked to the twin struggles for genuine democratic rights and to smash capitalism.<\/p>\n<p>Socialist Action campaigns as part of the Committee for a Workers\u2019 International (CWI), a socialist international organisation represented in almost 50 countries. We are organizing youth and workers in the struggle against capitalism, for a socialist alternative. We are campaigning for the creation of a new mass workers\u2019 party to give the majority a political voice and organizational muscle. If you have had enough of today\u2019s rotten system \u2013 join us and fight for:<\/p>\n<ul>\n<li>A universal state-funded pension system with the minimum pension tied to the level of the minimum wage.<\/li>\n<li>Seize the wealth of the billionaires! For an immediate wealth tax to finance urgently needed housing, pension and welfare spending. Increase corporation taxes at least in line with international norms.<\/li>\n<li>For big increases in spending on schools, hospitals and social services. End outsourcing and privatisation \u2013 get the profiteers out of the welfare sector! Democratic management and control of public services by workers and consumers.<\/li>\n<li>Increase the hourly minimum wage to HK$40, to cover all groups without discrimination.<\/li>\n<li>Reverse the privatization of public transport, infrastructure and utilities.<\/li>\n<li>An emergency housing programme to build 50,000 new public housing units a year.
