Xi has been conducting a personnel reshuffle to prepare for the coming [19th] Congress, seemingly without much resistance. Can it be said that the power struggle has gone into a relatively \u2018peaceful\u2019 phase?<\/p>\n<p><strong>To our reader<\/strong>: On the surface it seems as if Xi is not meeting great resistance from rival factions in the run up to the <a href=\"http:\/\/chinaworker.info\/en\/2016\/12\/05\/13709\/\">CCP\u2019s 19th Congress<\/a>. But this could be a case of the calm before the storm. It is of course extremely difficult to gauge what is really going on inside a dictatorship with unprecedented controls on the media (even foreign media increasingly bend to the state censors \u2013 witness the US government-financed <a href=\"http:\/\/www.cnbc.com\/2017\/06\/09\/interview-with-guo-wengui-throws-voice-of-america-into-turmoil.html\">Voice of America<\/a>\u2019s decision in April to abort an interview with tycoon Guo Wengui and suspend five VoA staff members).<\/p>\n<p>The power struggle inside the CCP-state as we have often pointed out is rooted not in the personality of Xi but in a deepening crisis of the current system. The current leadership fear that the CCP faces an existential crisis unless it adopts the painful economic changes demanded by capitalism (austerity and a purging of over-indebted sectors). But Beijing\u2019s policies are stuck in slow motion because of resistance by local governments acting as \u201cindependent kingdoms\u201d which defend their own capitalists and vested interests. This is a problem that has multiplied as China\u2019s economy has grown to challenge the United States as the worlds biggest.<\/p>\n<p>The regime wants the world to believe Xi is in full control: The most powerful leader since Mao, etc. There are good reasons to question if this is really the case. There are already a number of signs that a proxy war between the CCP\u2019s factions is intensifying. The latest crackdown in the financial sector investigating several highly-leveraged companies could be about more than preventing \u201csystemic risks\u201d in the economy.<\/p>\n<figure id=\"attachment_15100\" aria-describedby=\"caption-attachment-15100\" style=\"width: 600px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"size-large wp-image-15100\" src=\"http:\/\/media.chinaworker.info\/2017\/06\/Guo-600x337.jpg\" alt=\"\" width=\"600\" height=\"337\" \/><figcaption id=\"caption-attachment-15100\" class=\"wp-caption-text\">VOA interrupted its interview with tycoon Guo Wengui.<\/figcaption><\/figure>\n<p><strong>Guo Wengui \u2013 bluffing?<\/strong><\/p>\n<p>Similarly, we have the case of fugitive billionaire <a href=\"https:\/\/www.nytimes.com\/2017\/05\/30\/world\/asia\/china-guo-wengui.html\">Guo Wengui<\/a>. He may be no more than a self-publicist making sensational claims as part of a fight to avoid extradition from the US and to recover some of his vast fortune seized by the Chinese authorities in 2015. But it cannot be completely discounted that he is a proxy in the top-level power struggle. Guo claims to possess highly damaging information on top CCP officials \u2013 vast wealth stashed overseas and undeclared families living abroad \u2013 but he has conspicuously not produced any evidence to date.<\/p>\n<p>Guo may be bluffing, but even bluffing plays a part in warfare. His main line of attack is against Wang Qishan and the illegal methods used in the anti-corruption campaign which Wang leads. Plausibly, Guo is carrying out the work of \u201cother forces\u201d to undermine Wang\u2019s bid to stay on the Politburo Standing Committee, which is the apex of power in the Chinese state, until 2022 (according to tradition Wang must retire this year). A possible aim is to weaken the Xi-Wang alliance and force Xi to compromise on his plans to extend his control at the 19th Congress. Of course, one way or the other we will know soon.<\/p>\n<h4><a href=\"http:\/\/chinaworker.info\/en\/2016\/12\/05\/13709\/\">Read also:\u00a0China: Xi Jinping becomes \u201ccore leader\u201d\u00a0\u27b5<\/a><\/h4>\n<p>The crackdown in the financial sector raises many questions. Everyone knows there is rampant corruption, illegality, and that left unchecked the rapidly growing debt burden could <a href=\"http:\/\/chinaworker.info\/en\/2013\/04\/12\/1103\/\">bring down the banking system<\/a> (and in that case also the CCP). But this crackdown is almost certainly about more than just reining in financial excesses or clipping the wings of capitalists who\u2019ve gotten too big for their own good.<\/p>\n<p><strong>Tycoons disappearing<\/strong><\/p>\n<p>It began in January with the kidnapping in Hong Kong of the billionaire <a href=\"https:\/\/www.theguardian.com\/world\/2017\/feb\/01\/chinese-billionaire-xiao-jianhua-abducted-from-hong-kong-hotel-reports\">Xiao Jianhua<\/a> \u2013 a key financial middleman (these are known as \u2018white gloves\u2019) for top CCP leaders and their families. Xiao is now in detention in China and his presumed knowledge on where many of the elite keep their vast illicit fortunes could be of devastating value to any side in the power struggle. Xiao\u2019s disappearance was followed by the dismissal and detention of some top figures in the insurance sector such as former chief <a href=\"http:\/\/www.scmp.com\/business\/companies\/article\/2086161\/chinas-insurance-regulator-xiang-junbo-being-probed-violating\">regulator Xiang Junbo<\/a>, placed under investigation for corruption in April, and tycoon Wu Xiaohui who was arrested in June.\u00a0Wu\u2019s Anbang Insurance has in recent years embarked on a gigantic overseas acquisition binge.<\/p>\n<p>On June 22 it was announced that Anbang is under <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2017-06-22\/cbrc-said-to-seek-details-on-wanda-fosun-hna-overseas-loans\">investigation by the China Banking Regulatory Commission<\/a> (CBRC) along with fellow insurer <a href=\"http:\/\/www.reuters.com\/article\/us-fosun-intl-stocks-idUSKBN0TU02W20151211\">Fosun International<\/a>, property giant Dalian Wanda, and <a href=\"https:\/\/www.nytimes.com\/2017\/05\/09\/business\/hna-group-hainan-airlines-china-deals.html\">regional airline HNA<\/a>. These four companies are aggressive buyers of overseas companies, stocks and property, mostly in the US and other advanced capitalist markets. This has fuelled suspicions that many deals are primarily a means of capital flight.<\/p>\n<p>But the investigation could also suggest another front has opened in the factional proxy war under the banner of fighting \u201csystemic financial risks\u201d but with a subplot to target companies and tycoons with connections to top CCP figures (<a href=\"https:\/\/www.voanews.com\/a\/detention-of-chinese-insurance-company-chief-not-without-risks\/3903166.html\">Wu Xiaohui<\/a> and Anbang have links with the family of Zeng Qinghong, for example, a senior leader in ex-president Jiang Zemin\u2019s faction). This could be a warning shot to Xi\u2019s opponents not to oppose his plans to further consolidate his power at the Congress.<\/p>\n<figure id=\"attachment_15099\" aria-describedby=\"caption-attachment-15099\" style=\"width: 600px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"size-large wp-image-15099\" src=\"http:\/\/media.chinaworker.info\/2017\/06\/Wang-Xi-600x427.jpg\" alt=\"\" width=\"600\" height=\"427\" \/><figcaption id=\"caption-attachment-15099\" class=\"wp-caption-text\">Wang Qishan and Xi Jinping.<\/figcaption><\/figure>\n<p><strong>Selective anti-corruption<\/strong><\/p>\n<p>The <a href=\"http:\/\/chinaworker.info\/en\/2014\/05\/04\/6983\/\">anti-corruption campaign<\/a>\u2019s scale and aims have been overhyped by the government. Its real goal was to enable Xi to centralise power and break factional strongholds in key areas such as the military. It is the biggest anti-corruption drive in the CCP\u2019s history but its achievements have been exaggerated to win public support and to create an aura of \u201cstrong man\u201d around Xi.<\/p>\n<p>The graft-busting bureau CCDI boasts that 1.2 million officials have been punished since the start of the anti-corruption drive in 2013, but only a small minority of cases \u2013 around 4.8 percent according to a study by the Financial Times newspaper \u2013 have resulted in criminal prosecution. Most cases are settled with a warning, demotion or transfer to another position.<\/p>\n<p>In reality an unwritten agreement seems to have been struck whereby certain elite groups are \u201cuntouchable\u201d by the anti-corruption campaign. These include the CCP elders (like Jiang and Zeng) \u00a0and \u2018second generation\u2019 princelings (the heirs of founders of the CCP state). The cases against <a href=\"http:\/\/chinaworker.info\/en\/2012\/10\/04\/1312\/\">Bo Xilai<\/a> and <a href=\"http:\/\/chinaworker.info\/en\/2015\/06\/15\/10506\/\">Zhou Yongkang<\/a>\u00a0\u2013 both jailed for life \u2013 are exceptions to this rule but we should remember the moves against them began under Xi\u2019s predecessor Hu Jintao. This unwritten rule exists to prevent the power struggle going too far and triggering an all-out conflict that could endanger the CCP\u2019s grip on power.<\/p>\n<p>If the factional struggle sharpens in coming months \u2013 and the signs of a proxy war suggest this is at least a possibility \u2013 then the delicate internal balance can be overthrown, forcing each camp to raise the stakes.
