Interview with Umi<\/span>\u00a0Sudarto<\/span>\u00a0<\/span>on the 3rd anniversary of the founding of KOBUMI (Komunitas Buruh Migran \u2013 Migrant Workers\u2019 Community)<\/span><\/strong><\/p>\n

There are 350,000 migrant domestic workers in Hong Kong, mostly from Indonesia and the Philippines. Increasingly well-organised campaigns by migrants and their supporters in the local labour movement have had an effect in recent years, winning some partial improvements in their conditions which, however, are still widely described as modern slavery. Illegal agency fees, excessive work hours, physical abuse, and lack of privacy (43 percent of migrant domestic workers do not have their own room<\/a>) \u2013 these problems are all too widespread.<\/span><\/p>\n

On December 10, the Indonesian migrant organisation KOBUMI<\/a> celebrated its third anniversary.\u00a0GW Jones\u00a0of Socialist Action attended their anniversary event and spoke to KOBUMI\u2019s director Umi Sudarto.<\/span><\/p>\n

What is the purpose of KOBUMI?<\/span><\/b><\/p>\n

We struggle to promote migrants\u2019 issues. KOBUMI is advising the migrant workers who are having problems with their employers or agencies or even with the Indonesian government. We are also protesting the Indonesian government to change the conditions of the migrants in Hong Kong.<\/span><\/p>\n

What is the uniqueness of KOBUMI? Why organise a distinct group?<\/span><\/b><\/p>\n

I don\u2019t know what is special or unique about us, maybe other people see us that way. But our concern is to have an organisation that does not depend on funding from any other organisation, like NGOs.<\/span><\/p>\n

Our specialness is that because we are migrant workers working six days a week with only one day, Sunday, together to learn and to struggle. So it is very hard for us to have time to do these things. Our time in the employer\u2019s home is 24-hours per day, and only one day to organise and to struggle, a very big challenge for migrant workers and for KOBUMI.<\/span><\/p>\n

What do you think about the development of the migrant workers\u2019 struggle over the past three years?<\/span><\/b><\/p>\n

Over the past three years it has been quite good. There are more organisations that have come up. There are many migrant workers who did not know about their rights but now migrants are learning about their rights. They are willing to struggle even if they do not join the organisation. Some of them will join the organisation, which is very important, and our target is for them to join so we can struggle together, but even if they don\u2019t join, we can support them.<\/span><\/p>\n

This is the good progress for migrants in Hong Kong. The Hong Kong Government has granted an increase in salary [to HK$4,410 a month from October, an increase of 2.3 percent<\/a>] but it is still nowhere near enough to live in Hong Kong. So the actual conditions of migrant workers have not changed, even though we see a lot of organisations joining together for progressive goals and fighting together.<\/span>

What do you think will be the main issue in the next period for migrant workers?<\/span><\/b><\/p>\n

For the migrant workers, especially for the Indonesian migrant workers, the big issue is always the issue of the Indonesian government. The basic problem is the regulation of migrant workers by the government.<\/span><\/p>\n

[Migrant workers are widely exploited by so-called recruitment agencies, which illegally overcharge and force migrants into heavy debts<\/a>. These agencies are very poorly regulated by the government and punishments for violations are very soft].<\/span><\/p>\n

What\u2019s critical to understand is that there is a huge problem of land-grabbing in Indonesia<\/a>. Many migrant workers are forced to come here because they have lost their land. This is a very big problem for us.<\/span><\/p>\n

Can you speak a little about your experience collaborating with Socialist Action?<\/span><\/b><\/p>\n

I am very thankful for Socialist Action for supporting us in so many things: for the material, for the issues and for the knowledge that we are getting from Socialist Action; it is so good. We have more strength when we join with Socialist Action. We can see the bigger issues, not only just those facing migrant workers, but bigger, like \u201cWhat is imperialism?\u201d and \u201cWhat is capitalism?\u201d. And these bigger issues link directly to the problems facing migrant workers.<\/span><\/p>\n
