At its upcoming \u201cparliamentary session\u201d (the National People\u2019s Congress, NPC, which starts next week), China will remove the two-term limit for the presidency and vice presidency. This confirms what was widely expected; that Xi Jinping plans to extend his rule after his current second term finishes in 2023.<\/p>\n<p>Xi has cemented his grip over the Chinese regime through a ruthless power struggle and anti-corruption purge, forcing factional opponents and recalcitrant regions to \u201cbend the knee\u201d. This was further confirmed by his \u201ccoronation\u201d at the so-called Communist Party\u2019s (CCP) 19th Congress in October, at which Xi imposed his own choice of leaders, eliminating or demoting possible challengers, and inserted his \u201cthought\u201d into the constitution.<\/p>\n<p>Despite being widely expected, the latest move to allow Xi to indefinitely extend his reign as president (there is no limit on Xi\u2019s other and actually more powerful position as CCP general secretary), has elicited shock and alarm from international commentators and Chinese dissidents alike.<\/p>\n<p>The news came on Sunday 25 February in a brief statement from Xinhua news agency. China\u2019s social media, the only public arena for limited and often coded political debate, went into overdrive with posts likening Xi\u2019s move to North Korea\u2019s dynastic dictatorship and China\u2019s old imperial order. These posts were quickly erased by state censors.<\/p>\n<p>In overseas media, the Guardian newspaper quoted China watcher Bill Bishop saying Xi has mutated into a species of \u201cPutin-plus\u201d \u2013 only Xi is \u201cmuch more effective, much more powerful and, frankly, much more ambitious\u201d than the Russian leader.\u00a0And he\u2019s running a much more powerful state and economy, we might add (China\u2019s GDP is more than eight times larger than Russia\u2019s).<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-large wp-image-17027\" src=\"http:\/\/media.chinaworker.info\/2018\/02\/main-qimg-b5d40a61fd9340f9883cb1d2365afd09-1-600x338.png\" alt=\"\" width=\"600\" height=\"338\" \/><\/p>\n<p><strong>Repression and censorship<\/strong><\/p>\n<p>Many commentators have \u2013 correctly \u2013 expressed fears that state repression in China and the shift to greater authoritarian control, already a clear trend under Xi\u2019s first five-year term of office, will worsen.<\/p>\n<p>The list of topics banned by China\u2019s internet censors since Sunday\u2019s announcement gives a picture of the political mood at least among significant numbers who oppose Xi\u2019s establishment of one-man dictatorship. These topics include not only \u201ctwo-term limit\u201d and \u201cconstitutional amendment\u201d, but also \u201cI disagree\u201d, \u201cNorth Korea\u201d, \u201cWinnie the Pooh\u201d, and \u201cYuan Shikai\u201d. The cartoon bear\u00a0Winnie the Pooh, who some say bears a resemblance, is used to poke fun\u00a0at Xi Jinping, while\u00a0Yuan Shikai was a general involved in the 1912 Chinese Revolution who staged a coup and tried to declare himself emperor. Even George Orwell\u2019s book\u00a0\u201cAnimal Farm\u201d became a banned topic in the latest online clamp down.<\/p>\n<p>State media have run articles to drown out any criticism. The Global Times said abolishing the two-term limit would \u201cimprove government\u201d and said criticism of the move was due to \u201cmisinformation and external forces\u201d.<\/p>\n<p><strong>\u201cChecks and balances\u201d<\/strong><\/p>\n<p>During his first term, starting in 2012, Xi downgraded most of his peers in the top CCP hierarchy, breaking up and bypassing the \u2018collective leadership\u2019 model developed in the Deng Xiaoping era of the 1980s and 90s. Ultimately, it is a dictatorship as before. But under Xi it is a regime with an unprecedented centralisation of power, at least since the shift to capitalism began 40 years ago.<\/p>\n<p>Many capitalist commentators fear this will make the regime more unpredictable and prone to miscalculations. They especially fear the ramifications of this on the global stage \u2013 with Xi\u2019s\u00a0 stridently nationalist agenda and his monster \u201cBelt and Road\u201d plan to extend China\u2019s global economic reach.<\/p>\n<p>\u201cXi Jinping is susceptible to making big mistakes because there are now almost no checks or balances,\u201d said Willy Lam, a Hong Kong-based author and biographer of China\u2019s leaders including Xi. \u201cEssentially, he has become emperor for life,\u201d Lam told the New York Times.<\/p>\n<p>Xi used the CCP\u2019s anti-corruption arm, the CCDI, as a ruthless and widely feared tool to consolidate his power in the intra-regime struggle. Over one million CCP officials have been punished during the past five years. The CCDI will now be merged into a new and more formal state body, the National Supervision Commission, with greater powers. This is another decision that will be rubber stamped at the NPC\u2019s meeting in Beijing opening on 5 March.<\/p>\n<p>Xi has also spearheaded the most intense crackdown on political opposition, human rights lawyers, NGOs, bloggers and labour activists. This is generally regarded as the darkest period of repression since the immediate aftermath of the Tiananmen Square democracy protests in 1989.<\/p>\n<p>State repression under Xi has been especially severe in Tibetan and Muslim (Uighur, Kazakh and Hue) regions, and has also spread to Hong Kong, and increasingly even overseas with illegal abductions and financial pressure exerted on foreign governments and businesses not to \u201coffend China\u201d.<\/p>\n<p>\u201cIt will get worse, for sure \u2026 the consequences will be very severe,\u201d warned Wu\u2019er Kaixi, a former Tiananmen Square protest leader.<\/p>\n<p>Wu\u2019er also criticised western leaders who he said had ignored dissidents\u2019 warnings and instead \u201cnurtured\u201d Xi\u2019s ambitions to become \u201ca new 21st century dictator\u201d.\u00a0Not least among them is Donald Trump, who has praised Xi and is known for his own authoritarian tendencies.<\/p>\n<p>There is massive frustration among Chinese dissidents like\u00a0Wu\u2019er Kaixi over the silence of the \u201cinternational community\u201d in the face of Xi Jinping\u2019s authoritarianism. The reason is that Xi\u2019s policies have largely saved global capitalism during the past few years of global crisis, by seeming to steer China through severe economic tests and sustain its role as the main engine of global trade and GDP growth. Increasingly, however, China\u2019s rise is challenging and undermining its major rivals, especially US imperialism.<\/p>\n<p>Today\u2019s harsher international climate is also undoubtedly a factor behind the timing of Xi\u2019s power grab. Xi\u2019s leading coterie have moved now rather than waiting \u2013 perhaps anticipating that economic and geopolitical shocks are not far away.<\/p>\n<p><strong>Turning point<\/strong><\/p>\n<p>Socialists and\u00a0<a href=\"http:\/\/chinaworker.info\/\" data-saferedirecturl=\"https:\/\/www.google.com\/url?hl=en&amp;q=http:\/\/chinaworker.info&amp;source=gmail&amp;ust=1519752094730000&amp;usg=AFQjCNHACfu3fxVWvyhWS4xxTc-J-SpvyA\">chinaworker.info<\/a>\u00a0have explained that the rise of Xi as China\u2019s new strongman is a deeply contradictory process. Xi and his allies, like the retired former anti-corruption czar Wang Qishan (who may yet be destined for a top role as the dictatorship\u2019s old rules are being scrapped) have triumphed within the CCP\u2019s factional struggle. But they have also been driven to do this by desperate pressures.<\/p>\n<p>China faces explosive social and economic problems which the current authoritarian state has been completely incapable of solving. This is despite its apparent economic successes (also hugely contradictory and uneven).<\/p>\n<p>China\u2019s shift to a \u201clifetime dictator\u201d system marks a turning point in world events and shows that China\u2019s established political system has reached an impasse. It is a development as significant as the rise of Trump and Trumpism as a symbol of the political dysfunction of US capitalism.<\/p>\n<p>The break-up of the Dengist \u2018collective leadership\u2019 model, which was an attempt to use power sharing, consensus and structured leadership succession to safeguard \u2018stability\u2019 and preclude against upheavals or radical change, shows the regime under Xi has entered unchartered territory.<\/p>\n<p>As we commented at the time of the 19th Congress:<\/p>\n<p><em>\u201cRather than overcoming the tensions within the Chinese state and elite, which in the final analysis reflect powerful contradictions at society\u2019s base, Xi\u2019s elevation opens a new phase, a high stakes gamble, that is full of risks for Chinese capitalism and the authoritarian state.
