{"id":17675,"date":"2018-05-21T22:06:36","date_gmt":"2018-05-21T14:06:36","guid":{"rendered":"http:\/\/chinaworker.info\/?p=17675"},"modified":"2018-05-27T11:11:53","modified_gmt":"2018-05-27T03:11:53","slug":"is-china-winning-the-war-against-pollution","status":"publish","type":"post","link":"https:\/\/chinaworker.info\/en\/2018\/05\/21\/17675\/","title":{"rendered":"Is China winning the \u201cwar against pollution\u201d?"},"content":{"rendered":"<p><strong>2017 saw the weakest full-year improvement in air quality since the start of Beijing\u2019s \u201cwar against\u00a0<span class=\"il\">pollution<\/span>\u201d\u00a0<\/strong><\/p>\n<p><!--more-->Dikang,\u00a0chinaworker.info<\/p>\n<p style=\"font-weight: 400;\">The\u00a0new\u00a0Ministry of Ecology and Environment (MEE) was unveiled\u00a0at the March National People\u2019s Congress (NPC) as\u00a0part of a major governmental shake-up. The birth of this super-ministry marks a stepping up of\u00a0Beijing\u2019s \u201cwar against\u00a0pollution\u201d launched four years ago. At least that\u2019s the message the CCP (so-called Communist Party)\u00a0dictatorship wants to send.<\/p>\n<p style=\"font-weight: 400;\">Xi Jinping\u2019s regime has identified \u201cthree critical battles\u201d that it must win by the year 2020 \u2013 against\u00a0pollution, financial risk and poverty. For Xi, whose mission is to insure the CCP dictatorship\u2019s survival, through unprecedented centralisation of control and personal dictatorship, this is a trinity of dangers that could trigger mass unrest and threaten the regime\u2019s grip on power. That his regime gives itself just three years to successfully prosecute the \u201cthree critical battles\u201d underlines how close China could be to major conflict.<\/p>\n<p style=\"font-weight: 400;\">China has become an ecological disaster zone, with air\u00a0pollution\u00a0killing over one million people every year according to the World Health Organisation (WHO). Government reports reveal more than 80 percent of China\u2019s groundwater \u2013 used by farms, rural households and factories \u2013 is not fit for drinking, while 19.4 percent of China\u2019s farmland is contaminated by chemical\u00a0pollutants\u00a0and metals. This amounts to 250,000 square kilometres of contaminated soil, equivalent to all the farmland in Mexico.<\/p>\n<h4><a href=\"http:\/\/chinaworker.info\/en\/2017\/12\/18\/16649\/\">\u27b5 Chinese regime\u2019s anti-pollution policies doomed to fail<\/a><\/h4>\n<p>&nbsp;<\/p>\n<p style=\"font-weight: 400;\">All this is the result of decades of wild, unplanned and uncontrolled industrialisation, with environmental protection laws largely ignored. The contamination of the air, water, soil and food chain is not an inevitable by-product of economic modernisation as some argue. It becomes inevitable when economic development is itself contaminated by capitalism and its profit motive, rather than following a planned approach subject to democratic control and management by the working class.<\/p>\n<p><strong>Transfer of powers<\/strong><\/p>\n<p style=\"font-weight: 400;\">The new MEE\u00a0acquires a number of powers formerly held by the National Development and Reform Commission, Ministry of Water Resources and Ministry of Agriculture, giving the new ministry control over climate, water and agricultural\u00a0pollution\u00a0policies in addition to the powers previously held by the Ministry of Environment Protection.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-17665\" src=\"http:\/\/media.chinaworker.info\/2018\/05\/pollution_0.jpg\" alt=\"\" width=\"600\" height=\"338\" srcset=\"https:\/\/media1.chinaworker.info\/2018\/05\/pollution_0.jpg 600w, https:\/\/media1.chinaworker.info\/2018\/05\/pollution_0-300x169.jpg 300w, https:\/\/media1.chinaworker.info\/2018\/05\/pollution_0-98x55.jpg 98w, https:\/\/media1.chinaworker.info\/2018\/05\/pollution_0-310x175.jpg 310w\" sizes=\"auto, (max-width: 600px) 100vw, 600px\" \/><\/p>\n<p style=\"font-weight: 400;\">The rationale behind this is that China\u2019s environmental watchdogs have always lacked real power. But there was a reason for this. Powerful economic sectors like energy, mining and transport, and regional elites anxious to grow their economic power, resisted a stronger environmental agency\u00a0to keep costs down and profits up. The central government\u2019s repeated attempts to stiffen environmental policy, driven by its fear of political upheavals, are part of Xi Jinping\u2019s ongoing power struggle against rival vested interests.<\/p>\n<p style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The CCP has invested enormous political and actual capital in the anti-pollution\u00a0struggle (1 trillion yuan to fight soil\u00a0pollution\u00a0alone).\u00a0<\/span>But it remains to be seen whether the new super-ministry will live up to the hype. The regime-friendly South China Morning Post, a Hong Kong newspaper, quoted a former senior environmental ministry official, speaking anonymously, who expressed scepticism that this would \u201cbe enough\u201d.<\/p>\n<p style=\"font-weight: 400;\">This newspaper noted that the sweeping shake-up of government departments \u201cfell short of establishing an all-powerful energy ministry to oversee the country\u2019s vast coal, oil and power sectors despite intense speculation this would be the case.\u201d As in other countries, China\u2019 fossil fuel sector is a bastion of powerful interests engaged in a frenetic pushback against the public pressure for climate and anti-pollution\u00a0policies that eat into their profits.<\/p>\n<p><strong>A mixed report card<\/strong><\/p>\n<p style=\"font-weight: 400;\">Recent improvements in air quality in Beijing and other northern cities during the winter have been held up by the CCP as a sign its policies are working. If these claims were true it would represent a huge change in life quality for tens of millions of people. Unfortunately, the reality is not so encouraging.<\/p>\n<p style=\"font-weight: 400;\">In December, Beijing climbed into the top ten cities in China for air quality \u2013 ranked ninth. Average PM2.5 levels \u2013 hazardous small dust particles in the atmosphere \u2013 fell by 33.1 percent in Beijing, Tianjin and 26 surrounding cities during the last three months of 2017, according to a Greenpeace analysis. Despite this, average daily levels of PM2.5 were still more than double the WHO\u2019s \u201cunsafe\u201d level of 25 micrograms per cubic meter.<\/p>\n<h4><a href=\"http:\/\/chinaworker.info\/en\/2016\/04\/22\/12468\/\">\u27b5 China: Li Keqiang\u2019s \u2018war against pollution\u2019 is firing blanks<\/a><\/h4>\n<p>&nbsp;<\/p>\n<p style=\"font-weight: 400;\">The CCP regime is of course claiming a big victory for its policies, which include increased inspections and punishments for violations, establishing coal-free zones and relocating some heavy industries from around Beijing, and restricting car usage.<\/p>\n<p style=\"font-weight: 400;\">However, as the Greenpeace study points out the improvement during the winter was also due to \u201cexceptionally favourable weather\u201d, with cold fronts from Siberia bringing winds and rains to break up ground-level\u00a0pollution. The weather was responsible for lowering average PM2.5 levels in Beijing by around 20 percent in November and 40 percent in December, according to Greenpeace.<\/p>\n<p style=\"font-weight: 400;\">In fact, rather than a ringing success, 2017 saw the weakest full-year improvement in air quality since the CCP\u2019s \u201cwar against\u00a0pollution\u201d began. Average PM 2.5 levels fell by just 4.5 percent across the country despite massive expenditure and relocation of industrial production. Furthermore, average PM2.5 levels actually increased in parts of eastern and southern China, including the Pearl River delta. Weather conditions played a part in this too, but it also reflects the movement of\u00a0polluting\u00a0heavy industrial output to the east and south following the crackdown in the north.<\/p>\n<p style=\"font-weight: 400;\">Dictatorial capitalist rule is leading to environmental Armageddon.
