{"id":19605,"date":"2019-01-18T13:36:21","date_gmt":"2019-01-18T05:36:21","guid":{"rendered":"https:\/\/chinaworker.info\/?p=19605"},"modified":"2019-01-18T13:36:23","modified_gmt":"2019-01-18T05:36:23","slug":"we-need-system-change-to-halt-climate-change","status":"publish","type":"post","link":"https:\/\/chinaworker.info\/en\/2019\/01\/18\/19605\/","title":{"rendered":"We need system change to halt climate change"},"content":{"rendered":"\n<p><strong>A international\nplanned socialist economy could realise emissions neutrality and start to\nreverse some of the impacts of climate change<\/strong><\/p>\n\n\n\n<!--more-->\n\n\n\n<p>Helen Pattison, Socialist Party national\ncommittee<\/p>\n\n\n\n<p>Was there ever a starker example of the\ndestructive and unplanned nature of capitalism than the recent\nIntergovernmental Panel on Climate Change (IPCC) findings?<\/p>\n\n\n\n<p>The report is blunt: the very planet we\nlive on, the only one we have, is being destroyed. There are just 12 years to\nstart the work to prevent potentially irreversible damage to the environment.<\/p>\n\n\n\n<p>This is clearly a growing concern for many\nordinary people, who will not only be affected by the physical impact of the\ndamage to the environment, but who are also worried about the kind of planet we\nwill be left with if environmental destruction continues.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"600\" height=\"400\" src=\"https:\/\/chinaworker.info\/wp-content\/uploads\/2019\/01\/5-15-600x400.jpg\" alt=\"\" class=\"wp-image-19606\" srcset=\"https:\/\/media1.chinaworker.info\/2019\/01\/5-15.jpg 600w, https:\/\/media1.chinaworker.info\/2019\/01\/5-15-300x200.jpg 300w, https:\/\/media1.chinaworker.info\/2019\/01\/5-15-83x55.jpg 83w, https:\/\/media1.chinaworker.info\/2019\/01\/5-15-310x207.jpg 310w, https:\/\/media1.chinaworker.info\/2019\/01\/5-15-180x120.jpg 180w\" sizes=\"auto, (max-width: 600px) 100vw, 600px\" \/><\/figure>\n\n\n\n<p><strong>Poorest\nhit hardest<\/strong><\/p>\n\n\n\n<p>This generation of young people will not\nonly be the first in recent history to be worse off than our parents, but, if\nthe capitalist system is not challenged, we will also live under the impact of\nhuge damage to the environment, the destruction of habitat, the extinction of\nanimals and land lost to rising sea levels.<\/p>\n\n\n\n<p>Across every continent on the planet,\nworking-class and poor people will see their access to food, water and safety\naffected.<\/p>\n\n\n\n<p>The environment is an important issue for\nsocialists. A programme which can save the environment, and which does not ask\nalready impoverished working-class communities to pay the price for climate\nchange, is needed.<\/p>\n\n\n\n<p>It&#8217;s estimated that 100 of the world&#8217;s\nbiggest corporations are responsible for 71% of all greenhouse gas emissions.\nUnder capitalism, the needs of people and planet are treated as secondary to\nthe drive for profit.<\/p>\n\n\n\n<p>There is now more CO2 in the air then has\nbeen seen for 3 to 5 million years. It&#8217;s expected that, as global temperatures\ncontinue to rise, a further 500,000 to 1 million people in Europe alone will be\naffected by flooding. In the US, there has already been a tripling in the\nnumber of heat waves. 81% of US states experienced abnormally dry conditions in\n2012. This has led to a growing number of wild fires, especially in summer\nmonths.<\/p>\n\n\n\n<p>The latest of these, in California,\nresulted in 85 deaths and the destruction of over 11,000 homes. This happened\nin the richest country on earth. But not everyone suffers the results of\nenvironmental destruction and resulting extreme weather events evenly.<\/p>\n\n\n\n<p>For example, in the recent forest fires,\nreality TV star Kim Kardashian hired a private team of firefighters to protect\nher $60 million mansion. The super-rich have access to the resources necessary\nto minimise the impact of environmental disaster on their lives or property.<\/p>\n\n\n\n<p>It goes without saying that working and\nmiddle-class people don&#8217;t have this option. As well as the terrible loss of\nlife, many lost everything in the California fires, including their only home.<\/p>\n\n\n\n<p>When hurricane Katrina hit the US in 2005,\none climate scientist made headlines when he accurately commented that, while\nthe winds were indiscriminate, their worst impact was on poor, working-class\nand black communities.<\/p>\n\n\n\n<p>They are more likely to live on land which\nis susceptible to flooding and in buildings that are less likely to survive\nextreme weather.<\/p>\n\n\n\n<p>What&#8217;s more, in the case of hurricane\nKatrina, many families were unable to access transport to leave their homes.\nSome working-class families spent their life savings on motels after evacuation\norders.<\/p>\n\n\n\n<p>The brunt of the impact of climate change\nwill continue to be primarily borne by the poorest communities across the\nglobe.<\/p>\n\n\n\n<p>Even if the IPCC&#8217;s recommendations were\nfollowed, and if a maximum rise of 1.50C in global temperature were achieved,\nit would still be the case that &#8220;13.8% of the world population would be\nexposed to severe heat waves at least once every five years&#8221;, according to\nthe research. Three times as many people will be affected if world temperatures\nare allowed to increase by two degrees.<\/p>\n\n\n\n<p>Despite the fact that millions of people\nwill be affected by climate change in the coming decades, the IPCC report\ndoesn&#8217;t suggest aiming for a zero emissions policy, which they predict would\nmean only a 0.50C degree increase in global temperature.<\/p>\n\n\n\n<p>The reason cited is that the measures\nneeded to achieve such a target would be &#8216;unlikely&#8217; to win the support of\ngovernments and policy makers.<\/p>\n\n\n\n<p>But even to achieve the target the report\ndoes suggest &#8211; that of a maximum global temperature increase of 1.50C &#8211; the\nIPCC itself states that &#8220;transformative systemic change&#8221; would be\nrequired.<\/p>\n\n\n\n<p>In effect, the report counterposes the\ndelay and inaction in implementing &#8216;green policy&#8217; which is evident under\ncapitalism, with what would be possible in &#8220;a fully cooperative\nworld&#8221;.<\/p>\n\n\n\n<p>But what system might provide the basis for\nsuch cooperation?<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"600\" height=\"338\" src=\"https:\/\/chinaworker.info\/wp-content\/uploads\/2019\/01\/1522267726300-AP_483735011376-600x338.jpeg\" alt=\"\" class=\"wp-image-19607\" srcset=\"https:\/\/media1.chinaworker.info\/2019\/01\/1522267726300-AP_483735011376-600x338.jpeg 600w, https:\/\/media1.chinaworker.info\/2019\/01\/1522267726300-AP_483735011376-300x169.jpeg 300w, https:\/\/media1.chinaworker.info\/2019\/01\/1522267726300-AP_483735011376-98x55.jpeg 98w, https:\/\/media1.chinaworker.info\/2019\/01\/1522267726300-AP_483735011376-310x174.jpeg 310w\" sizes=\"auto, (max-width: 600px) 100vw, 600px\" \/><\/figure>\n\n\n\n<p><strong>Limitations\nof IPCC<\/strong><\/p>\n\n\n\n<p>While the report does not state it\nexplicitly, its authors are essentially forced to concede that capitalism, in\nits never-ending drive for profits, is a barrier to implementing the changes\nneeded to save the planet.<\/p>\n\n\n\n<p>The IPCC was set up in 1988 following a\nresolution passed at the UN &#8211; a gathering of capitalist governments dominated\nby the major imperialist powers. It&#8217;s therefore unsurprising that the authors\ndo not suggest a socialist alternative to capitalism.<\/p>\n\n\n\n<p>The report sees genuinely protecting people\nand the planet as &#8216;unrealistic&#8217;. Rather, the IPCC plays off the differences\nbetween the disastrous impact of a 20C temperature rise and a 1.5 degree rise,\nhoping that capitalist governments will aim for the &#8216;least bad&#8217; option.<\/p>\n\n\n\n<p>At a 1.50C temperature increase, 420\nmillion fewer people would experience extreme heatwaves.<\/p>\n\n\n\n<p>But this would still leave millions more\npeople than today struggling to find food, water and safety. Land where grain\nand cereal is typically grown will be destroyed, taken by rising sea levels.<\/p>\n\n\n\n<p>And the record of the world&#8217;s capitalist\ngovernments of meeting even extremely modest targets has been utterly abysmal.<\/p>\n\n\n\n<p>On the basis of capitalism, millions\nalready starve despite the fact the planet produces enough food to feed\neveryone. This is because even food is distributed on the basis of profit, not\nneed.<\/p>\n\n\n\n<p>Climate change is clearly a pressing\nconcern for the majority of working-class people. But with 71% of greenhouse\ngas emissions coming from 100 corporations, capitalism presents a fundamental\nbarrier to solving the problem. After all, you can&#8217;t control what you don&#8217;t\nown.<\/p>\n\n\n\n<p>Under capitalism, production is unplanned,\ndriven by the demands of profit. Only on the basis of public ownership of the\nmajor monopolies, with democratic workers&#8217; control and management, would it be\npossible to begin the work of tackling climate change.<\/p>\n\n\n\n<p>Huge investment is needed into new\nlow-carbon and energy efficient forms of technology &#8211; according to the IPCC,\napproximately a doubling in the next 20 years.<\/p>\n\n\n\n<p>But capitalist companies don&#8217;t make\ndecisions about investment into technology on the basis of the needs of the\nenvironment. The decisions are made on the basis of profitability.<\/p>\n\n\n\n<p>In fact, the IPCC goes on to point out that\nmuch of industry is &#8220;locked-in&#8221; to carbon intensive technology which\nit would be &#8220;difficult or costly to phase-out&#8221;.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"600\" height=\"336\" src=\"https:\/\/chinaworker.info\/wp-content\/uploads\/2019\/01\/polar-bear-agony-600x336.png\" alt=\"\" class=\"wp-image-19608\" srcset=\"https:\/\/media1.chinaworker.info\/2019\/01\/polar-bear-agony-600x336.png 600w, https:\/\/media1.chinaworker.info\/2019\/01\/polar-bear-agony-300x168.png 300w, https:\/\/media1.chinaworker.info\/2019\/01\/polar-bear-agony-98x55.png 98w, https:\/\/media1.chinaworker.info\/2019\/01\/polar-bear-agony-310x173.png 310w, https:\/\/media1.chinaworker.info\/2019\/01\/polar-bear-agony.png 740w\" sizes=\"auto, (max-width: 600px) 100vw, 600px\" \/><\/figure>\n\n\n\n<p><strong>Green\nbig business?<\/strong><\/p>\n\n\n\n<p>Some researchers have attempted to appeal\nto big business to become more environmentally friendly by showing the huge\neconomic impact climate change could have on their profits.<\/p>\n\n\n\n<p>In Europe, the damage from flooding\nexpected with a 1.50C, 20C or 30C global temperature rise ranged between tens\nof billions and hundreds of billions in Euros each year, according to the data.\nBut faith in big business and the capitalist class is misplaced, because of the\nshort-term nature of the drive for profit.<\/p>\n\n\n\n<p>Alongside energy efficient investment, the\nIPCC calls for &#8220;climate friendly public investment&#8221;. After a decade\nof austerity, many working-class people will expect they, rather than the\nsuper-rich and big business, would be asked to pay for any such measures &#8211; even\nif they were agreed. Meanwhile, those responsible for the destruction keep\ntheir profit.<\/p>\n\n\n\n<p>Many ordinary people diligently recycle,\nfor example. But this diligence clashes with a Tory government intent on\nslashing spending, and local councils content to carry out cuts without a\nfight. To give one example, Hounslow council in west London has started sending\nall waste from public bins, including separated recycling, to land fill. This\nis to save \u00a31.3 million from the council budget.<\/p>\n\n\n\n<p>Since the destruction of the environment\ncaused by carbon emissions has begun to be understood, very little has been\ndone. Agreements such as the Paris Climate Accord are ineffective. Paris didn&#8217;t\ngo nearly far enough, aiming to keep global temperature rises to 2 degrees. But\nit was also non-binding.<\/p>\n\n\n\n<p>Even so, Trump withdrew the US earlier this\nyear. For Bolsonaro, the newly elected far-right president of Brazil, opening\nthe Amazon up to deforestation is high on the agenda, and pulling Brazil out of\nthe Paris Agreement is also likely.<\/p>\n\n\n\n<p>Where energy-efficient technology does\nexist it is largely underused because it is expensive and therefore not\nprofitable.<\/p>\n\n\n\n<p>This is why socialists raise the need to\nfight for public ownership of industry, so that environmentally friendly technology\ncan be fully used.<\/p>\n\n\n\n<p>The &#8216;profit&#8217; of saving the planet is not in\nmoney for a rich few today, it would be in protecting the lives of millions of\npeople, saving animals from extinction, and in securing for future generations\na decent standard of living, with air they can breathe.<\/p>\n\n\n\n<p>Instead of the destruction of what can be\nwell-paid jobs in the fossil fuel industry, socialists call for retraining and\nredeployment, without any loss of pay or worsening of conditions. On the basis\nof public ownership of the energy industry under democratic workers&#8217; control\nand management, this would be possible.<\/p>\n\n\n\n<p>We can look to examples such as that of the\nLucas plan for how this might be done. This was developed in the 1970s by\naerospace workers. They devised 129 socially useful products they could create\nusing the machinery that was then used to make military equipment.<\/p>\n\n\n\n<p>So the question remains, is capitalism\ncapable of saving the environment? Or is it necessary for working-class people\nto instead unite in a mass struggle to demand the fundamental change that is\nneeded &#8211; to fight for a socialist system?<\/p>\n\n\n\n<p>On the basis of socialism, the\nnationalisation of the big monopolies would lay the basis for working-class\npeople to democratically plan production in the interests of people and planet.<\/p>\n\n\n\n<p>Ultimately, tackling climate change cannot\nbe achieved within the boundaries of a single nation state. That&#8217;s one of the\nreasons socialists are internationalists. We stand for working-class unity\nacross borders, and for a socialist world.<\/p>\n\n\n\n<p>A planned socialist economy, on an\ninternational basis, could make the plans of emissions neutrality a reality and\nstart to reverse some of the impacts of climate change.<\/p>\n\n\n\n<p>A recent US government report on climate\nchange (released when many Americans were on holiday) warned that unless\ndrastic action was taken to substantially reduce greenhouse gas emissions, the\nUS economy would shrink 10% by the end of the century and there would be\nthousands of premature deaths each year.
