{"id":26647,"date":"2021-03-09T20:35:59","date_gmt":"2021-03-09T12:35:59","guid":{"rendered":"https:\/\/chinaworker.info\/?p=26647"},"modified":"2021-03-31T23:00:18","modified_gmt":"2021-03-31T15:00:18","slug":"chinas-twin-sessionsopen-as-xi-seeks-more-power","status":"publish","type":"post","link":"https:\/\/chinaworker.info\/en\/2021\/03\/09\/26647\/","title":{"rendered":"China\u2019s \u201ctwin sessions\u201d open as Xi Jinping seeks more power"},"content":{"rendered":"<p><strong>The NPC\/CPPCC sessions are great news for billionaires \u2013 bad news for workers and Hong Kong<\/strong><!--more--><\/p>\n<p>Vincent Kolo. chinaworker.info<\/p>\n<p>China\u2019s \u201ctwin sessions\u201d or <em>Lianghui<\/em>, the annual gatherings of the Chinese People\u2019s Political Consultative Conference (CPPCC) and the National People\u2019s Congress (NPC), got underway in Beijing on Thursday 4 March.<\/p>\n<p>Neither body has any real power. They are merely decorative adornments for the dictatorial regime of the so-called Communist Party (CCP), which has increasingly become a one-man dictatorship under supreme leader Xi Jinping. The NPC and CPPCC are closely watched mainly because important new policies are announced here, worked out long in advance by Xi and his top advisors, with the 5,000-plus delegates applauding wildly.<\/p>\n<figure id=\"attachment_26651\" aria-describedby=\"caption-attachment-26651\" style=\"width: 511px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"size-large wp-image-26651\" src=\"https:\/\/chinaworker.info\/wp-content\/uploads\/2021\/03\/1000-511x600.png\" alt=\"\" width=\"511\" height=\"600\" srcset=\"https:\/\/media1.chinaworker.info\/2021\/03\/1000-511x600.png 511w, https:\/\/media1.chinaworker.info\/2021\/03\/1000-255x300.png 255w, https:\/\/media1.chinaworker.info\/2021\/03\/1000-310x364.png 310w, https:\/\/media1.chinaworker.info\/2021\/03\/1000.png 851w\" sizes=\"auto, (max-width: 511px) 100vw, 511px\" \/><figcaption id=\"caption-attachment-26651\" class=\"wp-caption-text\">The richest lawmakers in 2018.<\/figcaption><\/figure>\n<p>In the past two decades the incredible wealth of the Chinese capitalists who double as delegates to the <em>Lianghui <\/em>has been the focus of much attention. This year a new record has been set. The <a href=\"https:\/\/ca.movies.yahoo.com\/china-richest-entrepreneurs-attending-two-091609529.html\">wealthiest capitalists attending the <em>Lianghui <\/em>have seen their fortunes grow by an average of 68 percent<\/a> over the past twelve months according to a list of top billionaires published by the Shanghai-based Hurun Report. These delegates are worth a combined US$391 billion which is more than Hong Kong\u2019s GDP in 2020 (US$349 billion).<\/p>\n<h5 class=\"title\"><a title=\"Permanent Link to Capitalism and the Chinese state\" href=\"https:\/\/chinaworker.info\/en\/2020\/07\/10\/24223\/\" rel=\"bookmark\">Read more \u27b3 Capitalism and the Chinese state<\/a><\/h5>\n<p><\/p>\n<p>Last year, despite the pandemic and crippling lockdowns earlier in the year, China created five new billionaires every week. China \u201cpulls away from the USA\u201d reported Hurun, with 1,058 Chinese billionaires to America\u2019s 696. The CCP\u2019s 100th anniversary, which falls on July 23, will see Xi\u2019s regime performing political contortions to obscure the reality that the class character and politics of the 1920s Communists were the polar opposite of today\u2019s capitalist CCP oligarchy.<\/p>\n<p><strong>Economic rebound?<\/strong><\/p>\n<p>The NPC will after all adopt a GDP target for 2021, although many commentators believed the practise would be abandoned as it was last year. This year\u2019s <a href=\"https:\/\/www.cnbc.com\/2021\/03\/05\/china-sets-2021-gdp-growth-target-of-over-6percent.html\">target will be \u201cabove six percent\u201d<\/a> which most observers consider conservative and a synch to achieve. The average forecast for China\u2019s 2021 growth among economists surveyed by Bloomberg was 8.4 percent.<\/p>\n<p><span lang=\"EN-GB\">China has the distinction of being the only major economy to grow in 2020, albeit at the <a href=\"https:\/\/www.republicworld.com\/world-news\/china\/chinas-economy-grows-by-2-dot-3-percent-in-2020-lowest-in-four-decades-nbs-data.html\">weakest rate since 1976<\/a>. As is always the case some statistical manipulation has been used. Still, going by the official numbers<\/span><span lang=\"EN-GB\">,<\/span><span lang=\"EN-GB\"> China\u2019s economy grew by 2.3 percent last year while Germany\u2019s contracted by 5 percent and the US by 3.5 percent. While GDP growth of 8 percent or more would be eye-catching, this year\u2019s growth will be flattered by the low base effect from 2020. If we combine the two years 2020 and 2021, notwithstanding such a rebound, the general trend is one of continued slowdown from the lofty double-digit growth rates of a decade ago.<\/span><\/p>\n<p>Workers are not gaining from this \u201crecovery\u201d. For the first time since 2009, <a href=\"https:\/\/clb.org.hk\/content\/minimum-wage-increases-stall-under-impact-covid-19-pandemic\">not a single Chinese province increased the minimum wage last year.<\/a> All the indications are that this wage freeze will be extended in 2021. The government is also preparing to launch a major attack on pension rights \u2013 attacking women workers as a first step by raising the female retirement age from 55 to 60 to achieve \u201cequality\u201d with men. This is because China faces a demographic time bomb of falling birth rates and a shrinking labour force.&nbsp;<\/p>\n<p>Government pension funds are already running low. <a href=\"http:\/\/www.asiainsurancereview.com\/News\/View-NewsLetter-Article?id=45851&amp;Type=eCin\">Nearly half<\/a> of <span lang=\"EN-GB\">China\u2019s <\/span>32 provinces and regions are expected to report shortfalls in their pension funds by 2022, compared to six in 2015, according to a report by the China Academy of Social Sciences. But this issue can spark major unrest. <a href=\"http:\/\/en.people.cn\/90882\/8385443.html\">A survey in 2013 showed 95 percent<\/a> of respondents were against raising the retirement age.<\/p>\n<figure id=\"attachment_26650\" aria-describedby=\"caption-attachment-26650\" style=\"width: 600px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"size-large wp-image-26650\" src=\"https:\/\/chinaworker.info\/wp-content\/uploads\/2021\/03\/Aging-600x400.jpg\" alt=\"\" width=\"600\" height=\"400\" srcset=\"https:\/\/media1.chinaworker.info\/2021\/03\/Aging-600x400.jpg 600w, https:\/\/media1.chinaworker.info\/2021\/03\/Aging-300x200.jpg 300w, https:\/\/media1.chinaworker.info\/2021\/03\/Aging-310x207.jpg 310w, https:\/\/media1.chinaworker.info\/2021\/03\/Aging-180x120.jpg 180w, https:\/\/media1.chinaworker.info\/2021\/03\/Aging.jpg 860w\" sizes=\"auto, (max-width: 600px) 100vw, 600px\" \/><figcaption id=\"caption-attachment-26650\" class=\"wp-caption-text\">China\u2019s aging population poses dilemma for CCP.<\/figcaption><\/figure>\n<p>In 2027, India is tipped to overtake China as the world<span lang=\"EN-GB\">\u2019<\/span><span lang=\"EN-GB\" style=\"font-size: inherit;\">s<\/span><span style=\"font-size: inherit;\"> most populous country. The decline in <span lang=\"EN-GB\">China\u2019s <\/span> labour force \u2013 <a href=\"https:\/\/www.globaldemographics.com\/china-labour-force#:~:text=The%20total%20employed%20labour%20force%20of%20China%20is%20projected%20to,million%2C%20a%2022%25%20increase.\">projected to fall from 759 million to 661 million between 2017 and 2037<\/a> \u2013 has serious implications for the economy and the CCP\u2019s plans to overtake the US as the world\u2019s number one economy and military superpower.&nbsp;<\/span><\/p>\n<p>Another crisis-in-the-making concerns galloping debt levels. China\u2019s combined public sector, corporate and household debt <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-01-25\/yi-says-pboc-will-balance-stabilizing-growth-and-curbing-risks\">rose to 280 percent of GDP in 2020<\/a>, up from 255 percent of GDP in 2019, according to the People\u2019s Bank of China (central bank). This rises to about 295 percent of GDP when foreign debt (which the PBoC estimates to be 14.5 percent of GDP) is included. It follows that China\u2019s modest 2.3 percent growth in 2020 was achieved by its biggest ever increase in debt. This is not sustainable.<\/p>\n<p><strong>Power struggle<\/strong><\/p>\n<p>The most important feature of this year\u2019s twin sessions will not be the headline policy \u201cdecisions\u201d but the push by Xi Jinping\u2019s ruling faction to further consolidate his power. There is an ongoing power struggle within the CCP-state. Xi is pushing hard to seal his control, preparing the way for him to <a href=\"https:\/\/asia.nikkei.com\/Politics\/China-s-top-leaders-set-stage-for-extended-Xi-rule-with-15-year-plan\">win a third term in office at a key leadership meeting next year<\/a>, positioning himself to become ruler for life.<\/p>\n<p>Xi\u2019s ever greater concentration of power and his abandonment of the <a href=\"https:\/\/asia.nikkei.com\/Spotlight\/Comment\/Xi-brings-down-curtain-on-Deng-s-collective-rule\">internal limits and checks introduced by Deng Xiaoping\u2019s regime<\/a> in the 1980s, to establish a more \u201ccollective\u201d authoritarian system, is a sign of serious crisis. Xi\u2019s policies are stoking huge pressures in society as repression increases exponentially (as shown by crackdowns in <a href=\"https:\/\/www.theguardian.com\/world\/2020\/sep\/01\/inner-mongolia-protests-china-mandarin-schools-language\">Inner Mongolia<\/a> and <a href=\"https:\/\/chinaworker.info\/en\/2019\/08\/16\/21038\/\">Hong Kong<\/a> in the past year) and discontent among the working class is growing as real wages fall. This is especially true of migrant workers who make up two-thirds of China\u2019s blue-collar labour force.<\/p>\n<p>Drivers at food delivery company Meituan have called a strike on Monday 8 March, demanding increased pay and improved conditions. This follows the <a href=\"https:\/\/www.theepochtimes.com\/founder-of-chinese-delivery-drivers-alliance-arrested-for-rights-activism_3720316.html\">arrest last month of Xiong Yan<\/a>, a driver at rival delivery platform Ele.me. Xiong is accused of forming an unofficial trade union for delivery workers. The Chinese dictatorship has a zero tolerance policy towards independent trade unions.<\/p>\n<figure id=\"attachment_26649\" aria-describedby=\"caption-attachment-26649\" style=\"width: 590px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-26649\" src=\"https:\/\/chinaworker.info\/wp-content\/uploads\/2021\/03\/Couriers.jpg\" alt=\"\" width=\"590\" height=\"392\" srcset=\"https:\/\/media1.chinaworker.info\/2021\/03\/Couriers.jpg 590w, https:\/\/media1.chinaworker.info\/2021\/03\/Couriers-300x199.jpg 300w, https:\/\/media1.chinaworker.info\/2021\/03\/Couriers-310x206.jpg 310w, https:\/\/media1.chinaworker.info\/2021\/03\/Couriers-180x120.jpg 180w\" sizes=\"auto, (max-width: 590px) 100vw, 590px\" \/><figcaption id=\"caption-attachment-26649\" class=\"wp-caption-text\">Meituan riders call for strike.<\/figcaption><\/figure>\n<p><strong>Hong Kong<\/strong><\/p>\n<p>The twin sessions will <a href=\"https:\/\/ca.news.yahoo.com\/china-two-sessions-dominant-theme-091346671.html\">endorse a new political system for Hong Kong<\/a>, which will mark the final nail in the coffin for the city\u2019s limited parliamentary democracy or more accurately \u2018semi-democracy\u2019. Hardened authoritarian rule is the CCP plan for the city\u2019s future. The jailing this week under Xi\u2019s National Security Law of <a href=\"https:\/\/www.bbc.com\/news\/world-asia-china-56281684\">over 40 pro-democracy politicians pending trial for \u201csubversion\u201d<\/a> in May was clearly staged for the benefit of the NPC and CPPCC meetings in Beijing. Chaotic and brutal court scenes in Hong Kong \u2013 with several defendants fainting from exhaustion as the proceedings took four days without a break \u2013 are designed to show the power of Xi\u2019s regime, its defiance of US and Western \u201cmeddling\u201d, and to send a warning to all who would challenge Xi. This applies to workers in China trying to organise for basic rights and Xi\u2019s factional rivals in the CCP who are growing uneasy over the direction the state has taken.<\/p>\n<h5><a href=\"https:\/\/chinaworker.info\/en\/2020\/07\/08\/24195\/\"><strong>Read more \u27b3 Hong Kong national security law \u2013 Xi Jinping\u2019s \u201cnuclear option\u201d<\/strong><\/a><\/h5>\n<h5><a href=\"https:\/\/chinaworker.info\/en\/2021\/01\/08\/26156\/\">Read more \u27b3 Hong Kong mass arrests \u2013 Xi Jinping strikes while Western powers are in disarray<\/a><\/h5>\n<p><\/p>\n<p>The latest crackdown removes and imprisons the entire field of opposition candidates for Hong Kong\u2019s sham parliament, the Legislative Council (Legco). A report submitted to the twin sessions on 4 March made no mention of \u201cone country, two systems\u201d or \u201cHong Kong people ruling Hong Kong\u201d, two previously key phrases to describe the limited autonomy that was offered in the past when the city transitioned from British colonial rule to rule by China. This terminology has been discarded by Beijing in favour of stressing \u201cChina\u2019s sovereignty\u201d and <a href=\"http:\/\/www.chinadaily.com.cn\/a\/202103\/02\/WS603da44fa31024ad0baac1d8.html\">\u201conly patriots can rule Hong Kong\u201d<\/a> \u2013 the latter means CCP supporters only, and disqualifies anyone suspected of democratic inclinations.<\/p>\n<p>The NPC is expected to approve a new voting system for Hong Kong, which further removes any possibility for the dictatorship to lose control of the Legco or be forced to accommodate representatives of the democracy struggle. The Legco elections which were supposed to be held last September are postponed until 2022 and the elitist pro-CCP Election Committee which elects the Chief Executive every five years will be further rigged in favour of pro-CCP forces and given new powers to nominate or veto Legco candidates.&nbsp;<\/p>\n<p>There are signs that Xi will not stop at nullifying the democratic opposition in Hong Kong, but will also push to reconstitute and purge the pro-government camp. In Beijing\u2019s eyes the existing pro-CCP parties are incompetent and have failed to rule Hong Kong in its interests. Hong Kong\u2019s traditional business <a href=\"https:\/\/www.scmp.com\/news\/hong-kong\/politics\/article\/3123660\/hong-kongs-kingmakers-will-citys-tycoons-have-their\">tycoons may also lose some of their political privileges<\/a> as they too are seen as insufficiently zealous in speaking up for Beijing. A full takeover by the CCP and its business cronies, with Hong Kong\u2019s limited autonomy annulled, is proceeding rapidly under Xi\u2019s guidance.<\/p>\n<p>In keeping with Xi\u2019s policies in other areas, repression and hardline rule replace compromise and bridge building.
