What does this mean for the democracy struggle?<\/strong><\/p>\n<p>\u201cIt means the elections for Chief Executive in 2017, supposedly by one-person-one-vote, will be rigged by the one-party (CCP) dictatorship. They\u2019ve imposed a nomination committee, like in Iran, so that only pro-CCP puppets can stand. We\u2019ve been protesting, with big demonstrations in Hong Kong, to demand \u2018public nomination\u2019 \u2013 for anyone to be able to run \u2013 but Beijing is dead against this.<\/p>\n<p>\u201cThe ruling was issued by the National People\u2019s Congress (NPC) Standing Committee, which is a completely undemocratic fake\u00a0\u2018parliament\u2019 controlled by the CCP. It means the undemocratic Election Committee in Hong Kong, which chose the current Chief Executive, will be turned into the nomination committee. This is an elite body of 1,200 people, mostly millionaires who worship the one-party dictatorship. This model gives the CCP 100 percent control. Students are preparing to go out on a one-week strike and there are plans for an occupation in the city centre (Occupy Central). People are very frustrated because the struggle for democratic rights \u2013 universal suffrage \u2013 has gone on since the British ruled, for over 30 years now.<\/p>\n<p>\u201cToday, things are actually going backwards. There are more media controls, the police and courts are more heavy-handed against protesters and the CCP is increasing its controls over the political system. So, Beijing\u2019s ruling is part of a trend to roll back the limited democratic space that Hong Kong has won through mass pressure in the past.<\/p>\n<p>\u201cThis also shows up big weaknesses in the policy and strategy of the pro-democracy leaders (pan democrats). Hong Kong is well known for its big democracy protests, some with over half a million people taking part. But this has not yet succeeded in winning democratic elections. We have explained that the dictatorship will not be \u2018persuaded\u2019 or pressured into granting democracy, because they are a dictatorship, and they want to keep full control.<\/p>\n<p>\u201cBeijing can make some concessions, for sure, if they face enough mass pressure. But any concessions will stop short of undermining their power and control. In 2003, the government withdrew an unpopular national security law (Article 23) in what became a very big victory for the protest movement. But this was different to the situation today; in that it was a retreat they could live with. Their power was not threatened. If they concede a real one-person-one-vote system however, they fear the election of somebody they cannot control, who under mass pressure could come into conflict with Beijing. This could set off a chain reaction inside China,\u00a0with\u00a0people openly daring to challenge the dictatorship.\u201d<\/p>\n<p><strong>Does this mean it\u2019s impossible to fight the CCP?<\/strong><\/p>\n<p>\u201cNo, it doesn\u2019t mean that. What\u2019s needed is mass struggle to end one-party rule \u2013 there will be no democratic elections under this\u00a0dictatorship, that\u2019s obvious. The Hong Kong struggle can be a catalyst, but needs to link up with the masses in mainland China. This is not the strategy and approach of the pan democratic leaders who put all their hopes in a compromise with the CCP. They view mass protests in Hong Kong only as a card in the negotiations. We\u2019ve always said this is not enough, not against a regime like the CCP. In fact, Socialist Action were the first organisation in Hong Kong to call for a school strike. We raised this some years ago, but other organisations either rejected this as too \u2018radical\u2019 or didn\u2019t understand its potential. We support the occupation, although we stress it can only be a springboard for escalating the action both inside Hong Kong and for appealing to the Chinese masses. This is something the pan democratic leaders never do, because it would anger Beijing and destroy any hope of negotiations.\u201d<\/p>\n<p>\u201cOccupy Central (OC) may happen soon. Although now it\u2019s an open question what form it will take. The leaders are talking about a \u2018series\u2019 of actions and a \u2018long-term\u2019 struggle. Actually, 30 years is already \u2018long term\u2019 for a struggle. The occupation was a very popular idea because many people realise that \u2018a series\u2019 of protest marches has already been tried and is not enough. In our opinion the OC leaders have delayed too often, and this is one reason why Beijing has taken such a hardline position. The occupation could have really shaken the government had it been launched much earlier, as we proposed. It could have been a mass launching pad for strikes and other forms of mass resistance. Now, the task is to build the struggle from the bottom up, to build strike committees in schools, and try to spread this to workplaces. The movement needs to be democratic, not just a few self-appointed leaders deciding what\u2019s next.\u201d<\/p>\n<p><strong>What is the aim of socialists in this struggle for democracy?<\/strong><\/p>\n<p>\u201cWe support and fight for democratic reforms, even limited ones, that put the working class in a stronger position to fight for its rights \u2013 such as collective bargaining, a universal pension system, a 40-hour work week, and to stop the outsourcing mania. The main demand of the recent protests was for \u2018public nomination\u2019 and we support this, even though it does not go far enough in our opinion. We are the only organisation that calls for the CCP\u2019s nomination committee to be scrapped. But even this is a partial reform, it doesn\u2019t add up to full democracy \u2013 we need to explain this!<\/p>\n<p>\u201cWe warn that capitalism in Hong Kong and China fights against democratic reforms. The pan democratic leaders call for a system that fits \u2018international standards\u2019 while we point out that the election systems in Europe and\u00a0the US for example are far from democratic, because they\u2019re dominated by Big Business pro-austerity\u00a0parties. But the Hong Kong and China capitalists are against this \u2018Western model\u2019 with all its undemocratic features. They stand for continued\u00a0CCP dictatorship because this\u00a0guards their profits and has been very good business for them.<\/p>\n<p>\u201cThis is proof that Leon Trotsky was right, with his theory of the permanent revolution, that the capitalist class in the colonial and\u00a0ex-colonial countries is incapable of leading a bourgeois democratic revolution. This is also shown by the weakness of Hong Kong\u2019s bourgeois \u2018opposition\u2019 and its political adaptation to the CCP dictatorship.<\/p>\n<p>\u201cFor socialists the key force for change is the working class in Hong Kong, and especially in China. We campaign for an independent working class political party that must link revolutionary democratic demands with the need to break with capitalism. These demands include abolishing all the dictatorship\u2019s undemocratic controls (such as the nomination committee and also the unelected \u2018functional\u2019 seats in the legislature), for immediate and full democracy and the end of one-party rule. We want to replace the current rubber-stamp legislature in Hong Kong with a real, fully democratic, people\u2019s assembly with the power to take over the big companies and banks, to raise wages especially the minimum wage, and increase investment in healthcare and public services.
