class=\"wp-caption-text\">\u300c\u4e00\u6c7d\u5927\u773e\u540c\u5de5\u4e0d\u540c\u916c\u300d\uff0d\u9577\u6625\u5927\u773e\u5de5\u5ee0\u5916\u7684\u5de5\u4eba\u53e3\u865f\u3002<\/figcaption><\/figure>\n<p><strong>\u4e94\u5e74\u5f92\u5211<\/strong><\/p>\n<p>\u4e09\u540d\u5de5\u4eba\u4ee3\u8868\u70ba\u7b26\u5929\u535a\u3001\u738b\u5e25\u53ca\u827e\u632f\u5b87\uff0c\u7686\u65bc5\u670826\u65e5\u88ab\u6355\u3002\u6839\u64da\u9999\u6e2fNGO\u300c\u4e2d\u570b\u52de\u5de5\u901a\u8a0a\u300d\u7684\u6d88\u606f\uff0c\u738b\u5e25\u53ca\u827e\u632f\u5b87\u65e9\u524d\u5df2\u7372\u91cb\uff0c\u4f46\u7b26\u5929\u535a\u4ecd\u88ab\u6263\u7559\uff0c\u4e0d\u904e\u738b\u3001\u827e\u4e8c\u4eba\u4ecd\u53ef\u80fd\u6703\u906d\u5211\u4e8b\u8d77\u8a34\u3002\u4e2d\u5171\u5c08\u5236\u5c0d\u65bc\u4efb\u4f55\u8a66\u5716\u7d44\u7e54\u8d77\u4f86\u7684\u5de5\u4eba\u760b\u72c2\u6253\u58d3\u3002<\/p>\n<p>\u9577\u6625\u5de5\u5ee0\u662f\u5927\u773e\u6c7d\u8eca\u8207\u570b\u4f01\u4e2d\u570b\u7b2c\u4e00\u6c7d\u8eca\u96c6\u5718\u5408\u8cc7\u7684\u56db\u9593\u5ee0\u623f\u4e4b\u4e00\u3002\u4e2d\u570b\u662f\u9019\u9593\u4e16\u754c\u6700\u5927\u7684\u5fb7\u570b\u6c7d\u8eca\u516c\u53f8\u4e00\u500b\u91cd\u8981\u7684\u5e02\u5834\u8207\u751f\u7522\u57fa\u5730\u3002\u4e2d\u570b\u4f54\u5927\u773e\u6c7d\u8eca\u53bb\u5e74\u5168\u7403\u92b7\u91cf\u768440%\uff08398\u842c\u8f1b\uff09\uff0c\u5e7e\u4e4e\u76f8\u7576\u65bc\u5176\u6b50\u6d32\u7684\u7e3d\u92b7\u91cf\u3002<\/p>\n<p>\u53bb\u5e74\uff0c\u9577\u6625\u5de5\u5ee0\u7684\u5916\u5224\u5de5\u4eba\u767c\u8d77\u884c\u52d5\u8981\u6c42\u540c\u5de5\u540c\u916c\uff0c\u5305\u62ec\u904a\u884c\u3001\u7db2\u4e0a\u7d44\u7e54\u4ee5\u53ca\u900f\u904e\u6cd5\u5f8b\u9014\u5f91\u6311\u6230\u8cc7\u65b9\uff0c\u800c\u8cc7\u65b9\u63a1\u53d6\u62d6\u5ef6\u7b56\u7565\uff0c\u4e00\u65b9\u9762\u6545\u4f5c\u8ac7\u5224\uff0c\u53e6\u4e00\u65b9\u9762\u8b66\u5bdf\u5c0d\u5de5\u4eba\u7684\u606b\u5687\u6b63\u5728\u589e\u52a0\u3002\u70ba\u907f\u514d\u5de5\u4eba\u6297\u722d\u5c0d\u516c\u53f8\u9020\u6210\u8ca0\u9762\u5f62\u8c61\uff0c\u5927\u773e\u6c7d\u8eca\u4eca\u5e74\u5e74\u521d\u767c\u8868\u8072\u660e\u6307\uff0c\u4e2d\u570b\u696d\u52d9\u90e8\u6703\u8a8d\u771f\u8655\u7406\u54e1\u5de5\u7684\u8981\u6c42\u3002\u4e0d\u904e\u516c\u53f8\u6c92\u6709\u514c\u73fe\u627f\u8afe\u3002<\/p>\n<p><strong>\u540c\u5de5\u540c\u916c<\/strong><\/p>\n<p>2\u6708\uff0c\u8d85\u904e500\u540d\u5de5\u4eba\u679c\u6562\u5730\u5728\u9577\u6625\u52de\u52d5\u4ef2\u88c1\u59d4\u54e1\u6703\u9580\u5916\u767c\u8d77\u793a\u5a01\uff0c\u4e26\u6253\u51fa\u300c\u540c\u5de5\u540c\u916c\u300d\u7684\u53e3\u865f\u3002\u6b64\u524d\uff0c\u8a72\u59d4\u54e1\u6703\u62d2\u7d55\u53d7\u7406\u4ed6\u5011\u7684\u8981\u6c42\u3002\u53bb\u5e74\uff0c\u5de5\u4eba\u66fe\u7d93\u5c0b\u6c42\u5168\u570b\u552f\u4e00\u5408\u6cd5\u7684\u300c\u5de5\u6703\u300d\u4e2d\u83ef\u5168\u570b\u7e3d\u5de5\u6703\u5354\u52a9\uff0c\u4f46\u540c\u6a23\u88ab\u62d2\u8af8\u9580\u5916\u3002<\/p>\n<p>\u6839\u64da\u4e2d\u570b2012\u5e74\u4fee\u8a02\u7684\u52de\u52d5\u6cd5\uff0c\u4e00\u540d\u50f1\u4e3b\u53ea\u80fd\u8058\u8acb\u5916\u5224\u5de5\u4eba\u4e0d\u591a\u65bc\u516d\u500b\u6708\uff0c\u4e4b\u5f8c\u5c31\u9700\u8981\u4ee5\u5168\u8077\u5408\u7d04\u8058\u8acb\u3002\u6839\u64da\u6cd5\u898f\uff0c\u77ed\u671f\u5408\u7d04\uff08\u5916\u5224\u5de5\uff09\u53ea\u80fd\u662f\u300c\u6301\u7e8c\u4e0d\u591a\u65bc\u516d\u500b\u6708\u300d\u7684\u8077\u4f4d\u3002\u4e00\u6c7d\u5927\u773e\u7684\u5de5\u4eba\u6307\u8a31\u591a\u5de5\u4eba\u5728\u516c\u53f8\u5de5\u4f5c\u8d85\u904e\u5341\u5e74\u90fd\u4f9d\u7136\u662f\u77ed\u671f\u5408\u7d04\u5de5\u3002\u4ed6\u5011\u7a31\u4e00\u6c7d\u5927\u773e\u6b20\u6bcf\u4eba\u9ad8\u905420\u842c\u6b50\u5143\u7684\u672a\u652f\u5de5\u8cc7\u3002<\/p>\n<p>\u300c\u62d2\u7d55\u652f\u4ed8\u540c\u7b49\u5de5\u8cc7\u662f\u9055\u53cd\u4e86\u4e2d\u570b\u6cd5\u898f\u8207\uff08\u5927\u773e\u6c7d\u8eca\u7684\uff09\u77ed\u671f\u5de5\u4f5c\u5ba3\u8a00\u3002\u300d\u5c45\u65bc\u6f22\u5821\u7684\u5f8b\u5e2bRolf Geffken\u5c0d\u5fb7\u570b\u5831\u7ae0\u300a\u5fb7\u570b\u4e4b\u8072\u300b\u8aaa\u3002<\/p>\n<p><strong>\u5de5\u4eba\u904b\u52d5\u7684\u699c\u6a23<\/strong><\/p>\n<p>\u4e00\u6c7d\uff0d\u5927\u773e\u7684\u5de5\u4eba\u660e\u986f\u624b\u63e1\u6cd5\u5f8b\u7406\u64da\uff0c\u4ed6\u5011\u7d44\u7e54\u4e86\u5e7e\u6b21\u793a\u5a01\uff0c\u8a66\u5716\u63a5\u89f8\u653f\u5e9c\u4e0d\u540c\u7684\u6709\u95dc\u90e8\u9580\u3002\u4f46\u4ed6\u5011\u63db\u4f86\u7684\u53ea\u662f\u7a7a\u6d1e\u7684\u627f\u8afe\uff0c\u9084\u6709\u8cc7\u65b9\u548c\u8b66\u5bdf\u4e0d\u65b7\u5347\u7d1a\u7684\u606b\u5687\u3002\u7e31\u4f7f\u5982\u6b64\uff0c\u5de5\u4eba\u9084\u662f\u7e7c\u7e8c\u6297\u722d\uff0c\u4ee4\u9019\u5834\u904b\u52d5\u6210\u70ba\u5de5\u904b\u7684\u6a21\u7bc4\u3002<\/p>\n<p>\u8b66\u5bdf\u52a0\u5f37\u5c0d\u5de5\u4eba\u7684\u76e3\u8996\uff0c\u800c\u5de5\u4eba\u4ee3\u8868\u4ea6\u88ab\u8cc7\u65b9\u91dd\u5c0d\uff0c\u88ab\u8abf\u5230\u5176\u4ed6\u5de5\u4f5c\u5d17\u4f4d\u6216\u589e\u52a0\u5de5\u4f5c\u91cf\u30025\u670821\u65e5\uff0c\u5de5\u4eba\u5373\u8d81\u9577\u6625\u8209\u884c\u99ac\u62c9\u677e\u518d\u6b21\u767c\u8d77\u904a\u884c\uff0c\u800c\u9019\u5f88\u53ef\u80fd\u662f\u8b66\u5bdf\u6c7a\u5b9a\u62d8\u6355\u4e09\u4eba\u7684\u5c0e\u706b\u7dda\u3002\u7576\u5c40\u986f\u7136\u5e0c\u671b\u9019\u6a23\u5c31\u53ef\u4ee5\u8feb\u4f7f\u5de5\u4eba\u5c48\u670d\uff0c\u53d6\u6d88\u793a\u5a01\u884c\u52d5\u3002<\/p>\n<p>\u9019\u6b21\u6297\u722d\u662f\u5e2d\u6372\u5168\u4e2d\u570b\u7684\u773e\u591a\u9b25\u722d\u4e4b\u4e00\u3002\u53bb\u5e74\u5168\u570b\u67092\u842c\u5b97\u7f77\u5de5\uff0c\u5927\u90e8\u5206\u6c92\u6709\u88ab\u7d00\u9304\u4e0b\u4f86\u3002\u4f01\u696d\u5728\u4e0d\u65b7\u7121\u8996\u50c5\u6709\u7684\u52de\u52d5\u4fdd\u8b77\u6cd5\u898f\u3002\u8cc7\u672c\u5bb6\u8086\u7121\u5fcc\u619a\u5730\u9055\u6cd5\uff0c\u5c24\u5176\u662f\u5728\u5de5\u4eba\u6b0a\u5229\u3001\u516c\u5171\u5b89\u5168\u3001\u74b0\u5883\u6c61\u67d3\u7b49\u65b9\u9762\u3002\u73fe\u5728\u7d93\u6fdf\u9677\u5165\u56f0\u5883\uff0c\u570b\u5bb6\u5c07\u66f4\u96e3\u4ee5\u5bb9\u5fcd\u5de5\u4eba\u6297\u722d\uff0c\u5c31\u7b97\u6cd5\u7406\u7ad9\u5728\u5de5\u4eba\u4e00\u65b9\u6642\u90fd\u4f9d\u820a\u6703\u5c0d\u5176\u6253\u58d3\u3002\u793e\u6703\u4e3b\u7fa9\u8005\u548c\u5de5\u904b\u5206\u5b50\u5c07\u4e0d\u6703\u88ab\u5687\u5012\u3002\u6211\u5011\u5c07\u6703\u66f4\u5927\u529b\u63ed\u9732\u4e26\u53cd\u6297\u4efb\u4f55\u7684\u4e0d\u7fa9\uff0c\u4e26\u6703\u4ee5\u4efb\u4f55\u624b\u6bb5\u652f\u6301\u9b25\u722d\u4e2d\u7684\u5de5\u4eba\u3002<\/p>\n<figure
