\/><\/p>\n<p>\u6839\u64da\u4e16\u754c\u8cc7\u6e90\u7814\u7a76\u6240\uff08WRI\uff09\u65bc\u53bb\u5e7410\u6708\u767c\u5e03\u7684\u8abf\u67e5\u5831\u544a\uff0c\u57282014-2017\u5e74\u9593\uff0c\u4e2d\u570b\u76846\u5927\u9280\u884c\uff08\u570b\u5bb6\u958b\u767c\u9280\u884c\u3001\u9032\u51fa\u53e3\u9280\u884c\u53ca\u6700\u5927\u76844\u5bb6\u570b\u6709\u5546\u696d\u9280\u884c\uff09\u5411\u4e00\u5e36\u4e00\u8def\u570b\u5bb6\u80fd\u6e90\u696d\u63d0\u4f9b\u4e861430\u5104\u7f8e\u5143\u8cb8\u6b3e\uff0c\u5c07\u8fd1\u4e09\u5206\u4e4b\u4e00\u662f\u6295\u5165\u77f3\u6cb9\u3001\u77f3\u5316\u548c\u5929\u7136\u6c23\u884c\u696d\uff1b\u4ed6\u5011\u5176\u4e2d\u8d85\u904e\u4e00\u534a\uff08140\u5104\uff09\u7528\u65bc\u5efa\u9020\u5316\u77f3\u71c3\u6599\u767c\u96fb\u5ee0\uff0c\u800c\u4e14\u6709100\u5104\u662f\u7528\u65bc\u5efa\u9020\u7164\u96fb\u5ee0\u3002\u5316\u77f3\u71c3\u6599\u884c\u696d\u4f54\u300c\u7d72\u8def\u57fa\u91d1\u300d\u80fd\u6e90\u696d\u8cb8\u6b3e\u7684\u6bd4\u4f8b\u66f4\u662f\u9ad8\u905493%\u3002<\/p>\n<p>\u82f1\u570b\u6c23\u5019\u8b8a\u5316\u7d93\u6fdf\u5b78\u8207\u653f\u7b56\u4e2d\u5fc3\uff08The Centre for Change Economics and Policy\uff09\u4e3b\u5e2d\u5c3c\u53e4\u62c9\u65af\u00b7\u65af\u7279\u6069\uff08Nicholas Stern\uff09\u8aaa\uff0c\u5982\u679c\u4e00\u5e36\u4e00\u8def\u570b\u5bb6\u63a1\u53d6\u4e2d\u570b\u5f0f\u7684\u9ad8\u78b3\u6392\u653e\u767c\u5c55\u6a21\u5f0f\uff0c\u90a3\u9ebc2015\u5e74\u5df4\u9ece\u6c23\u5019\u5354\u5b9a\u7684\u6e1b\u6392\u76ee\u6a19\u5c31\u4e0d\u53ef\u80fd\u5be6\u73fe\u3002\u5df4\u9ece\u6c23\u5019\u5354\u5b9a\u7684\u76ee\u6a19\u662f\u63a7\u5236\u5168\u7403\u5e73\u5747\u6c23\u6eab\u5347\u5e45\u4e0d\u8d85\u904e2\u2103\uff08\u76f8\u6bd4\u65bc\u5de5\u696d\u9769\u547d\u524d\u7684\u6c34\u5e73\uff09\u3002\u82e5\u8981\u5be6\u73fe\u9019\u500b\u76ee\u6a19\uff0c\u5168\u4e16\u754c\u9700\u8981\u57282040\u5e74\u6642\u5b8c\u5168\u505c\u6b62\u4f7f\u7528\u7164\u70ad\u767c\u96fb\uff0c\u4e5f\u5c31\u76f8\u7576\u65bc\u6bcf\u5929\u8981\u95dc\u9589\u4e00\u5ea7\u7164\u96fb\u5ee0\u3002\u4e00\u5e36\u4e00\u8def\u7684\u5927\u898f\u6a21\u7164\u96fb\u548c\u5316\u77f3\u71c3\u6599\u6295\u8cc7\u8207\u6b64\u986f\u7136\u662f\u80cc\u9053\u800c\u99b3\u3002\u800c\u4e14\u5df4\u9ece\u5354\u5b9a\u5236\u5b9a\u7684\u662f\u4e00\u500b\u5f88\u4f4e\u7684\u6a19\u6e96\u3002\u5404\u8cc7\u7522\u968e\u7d1a\u653f\u5e9c\u53d7\u5230\u5de8\u5927\u7684\u516c\u773e\u58d3\u529b\u4e0b\u5236\u5b9a\u9019\u6a23\u4e00\u500b\u7121\u529b\u7684\u5354\u5b9a\u3002\u5373\u4fbf\u5168\u7403\u6c23\u6eab\u53ea\u4e0a\u53472\u2103\uff0c\u4e5f\u6703\u5c0e\u81f4\u56b4\u91cd\u7684\u6c23\u5019\u707d\u96e3\u3002\u79d1\u5b78\u5bb6\u8aaa\u5fc5\u9808\u5c07\u5168\u7403\u6c23\u6eab\u5347\u5e45\u63a7\u5236\u57281.5\u2103\u4ee5\u5167\u624d\u80fd\u907f\u514d\u707d\u96e3\uff0c\u800c\u4e14\u5373\u4fbf\u5982\u6b64\u5317\u51b0\u6d0b\u7684\u51b0\u5728\u590f\u5b63\u4e5f\u6703\u5b8c\u5168\u878d\u5316\uff0c\u5168\u4e16\u754c\u534a\u6578\u9678\u5730\u751f\u7269\u6703\u906d\u53d7\u8ca0\u9762\u5f71\u97ff\uff1b\u56b4\u91cd\u71b1\u6d6a\u6703\u66f4\u52a0\u983b\u7e41\u2500\u2500\u800c\u4e14\u9019\u9084\u7b97\u662f\u597d\u7684\u60c5\u6cc1\uff01<\/p>\n<p>\u4e2d\u570b\u653f\u5e9c\u901a\u904e\u4e00\u5e36\u4e00\u8def\u5efa\u8a2d\u5927\u91cf\u7164\u96fb\u5ee0\uff0c\u70ba\u570b\u5167\u767c\u96fb\u3001\u7164\u70ad\u3001\u5efa\u7bc9\u696d\u516c\u53f8\u958b\u62d3\u65b0\u7684\u5e02\u5834\uff0c\u540c\u6642\u4e5f\u8a66\u5716\u5c07\u570b\u5167\u6c61\u67d3\u8f49\u79fb\u5230\u5176\u4ed6\u570b\u5bb6\uff0c\u4ee5\u7de9\u548c\u56b4\u91cd\u7684\u7a7a\u6c23\u6c61\u67d3\u548c\u65e5\u6f38\u589e\u591a\u7684\u74b0\u4fdd\u6297\u8b70\u3002\u7164\u96fb\u5ee0\u4e0d\u50c5\u6392\u653e\u5927\u91cf\u4e8c\u6c27\u5316\u78b3\u548c\u5176\u4ed6\u6c61\u67d3\u7269\uff0c\u800c\u4e14\u4e5f\u5728\u9010\u6f38\u5931\u53bb\u300c\u7d93\u6fdf\u512a\u52e2\u300d\u3002\u6839\u64da\u82f1\u570b\u6c23\u5019\u7814\u7a76\u7d44\u7e54\u300c\u78b3\u8ffd\u8e64\u8a08\u5283\u300d\uff08Carbon
