Sobyanin\uff09\u8ca0\u8cac\u76e3\u7ba1\u570b\u5bb6\u5c0d\u9019\u5834\u5371\u6a5f\u7684\u53cd\u61c9\u60c5\u6cc1\uff0c\u800c\u6839\u64da\u4ed6\u7684\u8aaa\u6cd5\uff0c\u50c5\u83ab\u65af\u79d1\u5c31\u6709\u7d0430\u842c\u4eba\u53d7\u5230\u611f\u67d3\u3002\u64da\u4fc4\u7f85\u65af\u806f\u90a6\u7d71\u8a08\u5c40\u7684\u5831\u544a\uff0c\u4eca\u5e744\u6708\u83ab\u65af\u79d1\u6b7b\u4ea1\u7387\u6bd4\u8d77\u4ee5\u5f80\u5e73\u5747\u7684\u589e\u5e45\uff0c\u5dee\u4e0d\u591a\u662f\u7576\u5c40\u516c\u4f48\u65b0\u51a0\u80ba\u708e\u6b7b\u4ea1\u6578\u5b57\u7684\u4e09\u500d\u3002\u53e6\u4e00\u4efd\u5831\u544a\u8868\u660e\uff0c\u83ab\u65af\u79d160%\u6b7b\u65bc\u65b0\u51a0\u80ba\u708e\u7684\u4eba\u88ab\u8a18\u9304\u70ba\u6b7b\u65bc\u5176\u4ed6\u75be\u75c5\u3002\u64c1\u6709\u76f8\u5c0d\u73fe\u4ee3\u5316\u7684\u885b\u751f\u548c\u76e3\u6e2c\u7cfb\u7d71\u7684\u9996\u90fd\u5c1a\u4e14\u5982\u6b64\uff0c\u5176\u4ed6\u5730\u5340\u7684\u75ab\u60c5\u8cc7\u8a0a\u80af\u5b9a\u5c31\u66f4\u52a0\u4e0d\u5b8c\u6574\u4e86\u3002<\/p>\n<p>\u5728\u85a9\u54c8\uff08\u96c5\u5eab\u7279\uff09\u5171\u548c\u570b\uff0c\u6578\u767e\u540d\u88ab\u5de5\u696d\u5de8\u982d\u4fc4\u7f85\u65af\u5929\u7136\u6c23\u5de5\u696d\u80a1\u4efd\u516c\u53f8\u50f1\u50ad\u77f3\u6cb9\u5de5\u4eba\u88ab\u8feb\u5728\u6c92\u6709\u5145\u5206\u9632\u75ab\u63aa\u65bd\u4fdd\u8b77\u7684\u60c5\u6cc1\u4e0b\u5de5\u4f5c\uff0c4\u670827\u65e5\u4ed6\u5011\u81ea\u767c\u7d44\u7e54\u4e86\u6297\u8b70\u3002\u7ba1\u7406\u5c64\u6700\u7d42\u4e0d\u60c5\u9858\u5730\u540c\u610f\u4e86\u5c0d\u5de5\u4eba\u9032\u884c\u65b0\u51a0\u75c5\u6bd2\u6aa2\u6e2c\uff0c\u7d50\u679c\u6aa2\u51fa\u4e863500\u4f8b\u967d\u6027\uff1b\u4e4b\u5f8c\u4ed6\u5011\u53c8\u8072\u7a31\u6e2c\u8a66\u7d50\u679c\u53ea\u662f\u521d\u6b65\u7d50\u679c\uff0c\u7576\u4e2d\u53ea\u6709600\u4eba\u771f\u7684\u88ab\u611f\u67d3\u4e86\u3002\u4f46\u76f4\u5230\u5169\u9031\u5f8c\uff0c\u6574\u500b\u5171\u548c\u570b\u4e5f\u53ea\u516c\u4f48\u4e86600\u9918\u4f8b\u611f\u67d3\u75c5\u4f8b\u3002<\/p>\n<figure Kadyrev\uff09\u5728\u65b0\u51a0\u75c5\u6bd2\u6700\u521d\u51fa\u73fe\u6642\uff0c\u5c31\u5207\u65b7\u4e86\u5171\u548c\u570b\u5c45\u6c11\u5f80\u8fd4\u4fc4\u7f85\u65af\u5176\u4ed6\u5730\u5340\u7684\u65c5\u884c\u3002\u4f5c\u70ba\u56de\u61c9\uff0c\u806f\u90a6\u8ecd\u968a\u5728\u908a\u5883\u9644\u8fd1\u7d44\u7e54\u4e86\u300c\u6f14\u7fd2\u300d\uff0c\u4ee5\u8b66\u544a\u4ed6\u4e0d\u8981\u592a\u904e\u5206\u3002\u6b64\u5916\uff0c\u5361\u5fb7\u5217\u592b\u9084\u5a01\u8105\u8981\u5c04\u6bba\u4e00\u5207\u9055\u53cd\u9694\u96e2\u63aa\u65bd\u7684\u4eba\u3002<\/p>\n<p>\u9054\u5409\u65af\u5766\u662f\u5317\u9ad8\u52a0\u7d22\u5730\u5340\u6700\u5927\u7684\u5171\u548c\u570b\uff0c\u4eba\u53e3\u7d04300\u842c\u4eba\uff0c\u7368\u7acb\u5a92\u9ad4Meduza\u767c\u5e03\u7684\u4e00\u4efd\u5831\u544a\u63cf\u7e6a\u4e86\u4e00\u5e45\u5982\u540c\u4e16\u754c\u672b\u65e5\u7684\u666f\u8c61\u3002\u9054\u5409\u65af\u5766\u6b63\u5f0f\u901a\u5831\u4e863095\u500b\u78ba\u8a3a\u75c5\u4f8b\uff0c\u4f46\u4ed6\u5011\u7e3d\u5171\u53ea\u670925000\u4efd\u6aa2\u6e2c\u8a66\u5291\u53ef\u7528\u3002\u5728\u64b0\u5beb\u672c\u6587\u6642\uff0c\u9054\u5409\u65af\u5766\u5ba3\u7a31\u5883\u5167\u53ea\u670926\u4eba\u6b7b\u4ea1\u3002\u800c\u6839\u64da\u7576\u5730\u91ab\u751f\u5831\u544a\uff0c\u50c5\u91ab\u8b77\u4eba\u54e1\u5c31\u5df2\u7d93\u670925\u4eba\u4e0d\u5e78\u6b7b\u65bc\u65b0\u51a0\u80ba\u708e\u3002<\/p>\n<p>\u4e00\u4e9b\u4eba\u53e3\u773e\u591a\u7684\u5c71\u5340\u7684\u5c45\u6c11\u4e3b\u8981\u662f\u8001\u5e74\u4eba\uff0c\u9019\u4e9b\u5730\u5340\u5927\u591a\u6c92\u6709\u91ab\u7642\u670d\u52d9\u3002\u7576\u5730\u5c08\u5bb6\u8aaa\uff0c\u9019\u4e9b\u5730\u5340\u7684\u5c45\u6c11\u4e2d\u9577\u671f\u67091\/3\u81f31\/2\u4eba\u5728\u751f\u75c5\u3002\u4e00\u4f4d\u91ab\u751f\u4e00\u908a\u54b3\u55fd\u4e00\u908a\u901a\u904e\u8996\u983b\u5411\u9054\u5409\u65af\u5766\u9996\u9577\u767c\u51fa\u4e86\u547c\u7c72\u3002\u4ed6\u5831\u544a\u9053\uff0c\u4ed6\u7684\u93ae\u4e0a\u901a\u5e38\u6bcf\u5e74\u670915\u4eba\u53bb\u4e16\uff0c\u4f46\u5728\u4eca\u5e74\uff0c\u50c5\u57283\u6708\u548c4\u6708\uff0c\u5c31\u670912\u4eba\u88ab\u57cb\u846c\u3002\u5728\u53e6\u4e00\u500b\u670921000\u4eba\u5c45\u4f4f\u7684\u57ce\u93ae\u4e2d\uff0c\u4e00\u4f4d\u7576\u5730\u91ab\u751f\u4f30\u8a08\u7576\u5730\u4eba\u53e3\u76841\/3\u5df2\u7d93\u88ab\u611f\u67d3\u4e86\u3002\u5728\u9054\u5409\u65af\u5766\u9996\u90fd\u99ac\u54c8\u5947\u5361\u62c9\uff0c\u91ab\u9662\u91ab\u751f\u7a31\u53ea\u670920\uff05\u81f330\uff05\u7684\u91ab\u52d9\u4eba\u54e1\u5728\u5de5\u4f5c\uff0c\u6253\u96fb\u8a71\u8acb\u6c42\u6025\u6551\u7684\u4eba\u88ab\u544a\u77e5\u8981\u7b4924\u5c0f\u6642\uff1b\u4e00\u540d\u60a3\u8005\u66f4\u662f\u88ab\u544a\u77e5\u6709400\u4eba\u5728\u4ed6\u524d\u9762\u6392\u968a\u7b49\u5f85\uff01<\/p>\n<p><strong>\u91ab\u7642\u7dca\u7e2e<\/strong><\/p>\n<p>\u5f9e\u6b4c\u624b\u3001\u6f14\u54e1\u5230\u7e3d\u7406\u3001\u7e3d\u7d71\u8fa6\u516c\u5ef3\u526f\u5ef3\u9577\u3001\u666e\u4eac\u7e3d\u7d71\u767c\u8a00\u4eba\uff0c\u4fc4\u7f85\u65af\u6709\u5927\u91cf\u7684\u91cd\u8981\u4eba\u7269\u65b0\u51a0\u75c5\u6bd2\u6aa2\u6e2c\u5448\u967d\u6027\u3002\u4ed6\u5011\u90fd\u5728\u83ab\u65af\u79d1\u7684\u91ab\u9662\u63a5\u53d7\u4e86\u4e00\u6d41\u7684\u6cbb\u7642\u3002<\/p>\n<p>\u800c\u5c0d\u65bc\u5927\u90e8\u5206\u4eba\u6c11\u800c\u8a00\uff0c\u4e8b\u60c5\u537b\u4e26\u975e\u5982\u6b64\u3002\u81ea2012\u5e74\u4ee5\u4f86\uff0c\u4fc4\u7f85\u65af\u7684\u91ab\u7642\u9ad4\u7cfb\u906d\u5230\u6bc0\u6ec5\u6027\u7684\u6253\u64ca\uff0c\u6578\u767e\u5bb6\u91ab\u9662\u88ab\u300c\u512a\u5316\u300d\u4e86\u2014\u2014\u4e5f\u5c31\u662f\u88ab\u95dc\u9589\u4e86\u3002\u91ab\u7642\u9ad4\u7cfb\u4e2d\u5728\u904b\u71df\u7684\u91ab\u9662\u6578\u91cf\u5e7e\u4e4e\u6e1b\u5c11\u4e86\u4e00\u534a\u3002\u81ea2012\u5e74\u4ee5\u4f86\uff0c\u50c5\u83ab\u65af\u79d1\u5c31\u62c6\u9664\u4e864800\u5f35\u50b3\u67d3\u75c5\u75c5\u5e8a\u4e2d\u76842200\u5f35\u3002\u57282015\u5e74\uff0c\u83ab\u65af\u79d1\u9084\u95dc\u9589\u4e86\u4e00\u5bb6\u64c1\u6709570\u500b\u5e8a\u4f4d\u7684\u50b3\u67d3\u75c5\u91ab\u9662\u3002\u5f8c\u4f86\u537b\u8981\u7dca\u6025\u5efa\u9020\u4e00\u6240\u65b0\u91ab\u9662\u4f86\u5bb9\u7d0d500\u540d\u51a0\u72c0\u80ba\u708e\u60a3\u8005\uff0c\u6d6a\u8cbb\u4e86\u5de8\u984d\u7684\u91d1\u9322\u3002<\/p>\n<p>\u73fe\u5728\uff0c\u70ba\u4e86\u63d0\u4f9b\u61c9\u5c0d\u75ab\u60c5\u7684\u5de5\u4f5c\u4eba\u54e1\uff0c\u83ab\u65af\u79d1\u958b\u59cb\u5c07\u4e8c\u4e09\u5e74\u7d1a\u7684\u91ab\u5b78\u751f\u6295\u5165\u7121\u85aa\u7684\u9577\u671f\u5de5\u4f5c\u3002\u5728\u81ed\u540d\u662d\u8457\u7684\u83ab\u65af\u79d1\u300c\u516c\u793e\u793e\u54e1\u300d\u91ab\u9662\uff0c\u91ab\u5b78\u751f\u5011\u9762\u81e8\u845724\u5c0f\u6642\u8f2a\u73ed\u5236\uff0c\u4e00\u540d\u5b78\u8b77\u548c\u4e00\u540d\u5c08\u696d\u8b77\u58eb\u5408\u8a08\u9700\u8981\u7167\u986760\u540d\u60a3\u8005\u3002<\/p>\n<p>\u95dc\u65bc\u91ab\u52d9\u4eba\u54e1\u62d2\u7d55\u5de5\u4f5c\u7684\u5831\u5c0e\u5f88\u666e\u904d\u3002\u5728\u6ce2\u7f85\u7684\u6d77\u98db\u5730\u52a0\u91cc\u5be7\u683c\u52d2\uff0c\u64da\u8aaa\u81f3\u5c11\u6709350\u540d
